Yesterday the Federal Communications Commission adopted an order staying – or suspending – provisions of its rules for the 4.9 GHz spectrum band that would permit licensing of the spectrum for commercial purposes. This action is responsive to requests from the public safety community and warnings that the recent changes to the 4.9 GHz rules would cause problems for emergency communications.

APCO has identified a cyber compromise scheme that could have an impact on our organization. We encourage all APCO members to refresh their awareness of this type of cyberattack. According to the DHS Cybersecurity and Infrastructure Security Agency (CISA), "Business email compromise (BEC) is a scheme in which cybercriminals send out targeted email messages to personnel with finance or resource roles within an organization in order to trick them into transferring funds to the cybercriminals. Frequently, the BEC emails are made to look like they are from senior executives within an organization or trusted vendors to increase the urgency for victim individuals.”
 
It is especially important to understand and recognize these scams for individuals with the ability to facilitate financial transactions or that handle sensitive personal or financial information. Despite the pandemic, the ASAP program ended calendar year 2020 with a total of 80 implementations. The 88th implementation was achieved on May 25, 2021. The demand for ASAP remains at an all time high. These are some of the most recent implementations.

APCO seeks workgroup members to participate in the creation of an ANSI National Standard (ANS) that will establish criteria for minimum operational support requirements for a remote work situation for public safety telecommunicators (PSTs), administrative staff of an emergency communications center (ECC) and 3-1-1 operators (where appropriate).
