In its first Housing Market Recovery Index, RealtyTrac placed the Rochester and Albany-Schenectady-Troy metro housing markets in the top three national metro housing markets "leading the real estate recovery."

Utica-Rome, NY claimed the title of the most affordable smaller market on the National Association of Home Builders/Wells Fargo Housing Opportunity Index for the first time, while Buffalo-Niagara Falls, NY was also at the top of the affordability chart for the second quarter. Nationwide housing affordability slipped several notches as recovering markets witnessed significant firming of home prices in the second quarter.

GOVERNMENT AFFAIRS
In its first opinion of 2013, the New York State Board of Elections held that endorsements of political candidates for office constitutes "express advocacy" as defined in Buckley v. Valeo, 424 U.S. 1 (1976), and would therefore require the endorsing organization to register as a political committee under New York State Election Law.

Former Gov. Eliot Spitzer tops Manhattan Borough President Scott Stringer 56-37 percent among likely Democratic primary voters in the race for New York City comptroller, according to a Quinnipiac University poll released last week. Another Quinnipiac poll conducted during the same time shows Public Advocate Bill de Blasio leading the Democratic race for New York City mayor with 30 percent of likely voters.
