Gov. Andrew Cuomo announced last week that banks that loan money to flood recovery projects will gain community reinvestment credits. The goal is to give banks an incentive for continued local support for communities hit by tropical storms Lee and Irene and Hurricane Sandy.

GOVERNMENT AFFAIRS
Last week, Gov. Andrew Cuomo signed in to law 163 bills approved by the Legislature during the 2013 legislative session. Included in those bills was a measure to expand casino gambling in New York. Another bill signed last week is designed to help troubled homeowners out of the so-called "shadow dockets" in which foreclosure proceedings have started, but have stalled due to the lack of proper paperwork by lenders and loan servicers.

Last week, the U.S. Department of Housing and Urban Development (HUD) agreed to work with the condo industry to resolve an issue requiring thousands of condominium boards to amend governing documents due to a small technicality, or risk being denied Federal Housing Administration (FHA) certification. Over the past two years, the FHA’s restrictive rules for condominium certifications have reduced the number of projects eligible for FHA financing.
