The Occupational Safety and Health Administration (OSHA) has announced another delay for the compliance date for electronically reporting 2016 workplace injuries and illnesses. No later than December 15, 2017, facilities with between 20 and 249 employees will need to electronically report to OSHA, their summary of injuries and illnesses from 2016 reported on their OSHA Form 300A. As background, the injury/illness electronic tracking rule, finalized on May 12, 2016, imposes new requirements on companies filling out and posting their 300A forms at their respective workplaces. The new rule, known as the “Improve Tracking of Workplace Injuries and Illnesses” rule, requires companies establish new anti-retaliation programs and applies to company facilities with 20-249 employees to originally submit their OSHA 2016 Form 300A by July 1, 2017 and their 2017 Form 300A by July 1, 2018. Beginning in 2019 and every year thereafter, the information would be submitted electronically by March 2.
In addition to announcing the delay, OSHA also previously indicated that it will subsequently request comments from stakeholders about a “proposal to reconsider, revise, or remove other provisions of the prior final rule.” The timing of the subsequent notice is unknown, however NRMCA welcomes these developments and plans to submit comments in support of a full repeal of the rule.

Nominations are now open for the NRMCA Promoter of the Year – Pavements Award, Promoter of the Year – Buildings Award, Affiliate Promoter of the Year Award and the John Roberts Lifetime Achievement Award for Promotion. The deadline for submitting nominations is December 30, 2017. These awards will be presented at NRMCA’s 2018 Annual Convention to be held in March in Houston. Nominees for the Promoter of the Year awards must be current employees of NRMCA producer members; nominees for the Affiliate award must be employees of the affiliate and have worked in the industry for at least five years and nominees for the Lifetime Achievement Award must be former employees of NRMCA member companies who are retired or deceased.

The estimated ready mixed concrete produced in September 2017 is 32 million cubic yards, 0.6% lower than that in September 2016. The estimated production through September 2017 is 263 million cubic yards, 1.8% higher than that during the same period in 2016.
Ready mixed concrete production is estimated from cement shipments reported by the U.S. Geological Survey. NRMCA members can view additional details, including 3rd quarter production by state, here.

Executive Director Gwen Lacy of The Land Conservancy for Southern Chester County (TLC), located in Kennett Square, PA, wanted to pave the new parking lot adjacent to the new park along the Red Clay Creek. Working with the conservancy's consultant, McMahon Associates of Exton, PA, they decided that pervious concrete was the best alternative to meet their needs. This area is environmentally sensitive, requiring a design that fits the natural surroundings. McMahon Associates then reached out to NRMCA Senior Director, Local Paving, Ken Justice, for design assistance and advice. Along with his industry colleague Ken Crank of the Pennsylvania Concrete and Aggregates Association, Justice worked closely with the engineer, contractor and local ready mixed concrete producer. The project (shown here) was constructed in September 2017; the TLC had a grand opening and presentation in late November hosted by Justice and Crank, with 20 local organizations in attendance (also seen here).
