Pavement
Recently, NRMCA’s Local Paving engineers Amanda Hult and Brian Killingsworth joined the American Society of Civil Engineers (ASCE) in presenting the Design of Concrete Pavements course in Lombard, IL. The 2-day pavement course provided in-depth design and construction strategies for conventional concrete, pervious concrete, roller-compacted concrete and concrete overlays. Attendees participated in the design of several concrete projects. The next Design of Concrete Pavements course will take place March 23-24, 2017 in St. Louis.

As reported early in November, Swederski Concrete Construction, Inc. met the owner’s challenge of minimal out of service time by placing 80,000 square feet of paving and material receiving area in one day. Utilizing a laser guided placement screeds and a Saturday commitment from a ready mix producer for just this job, the project northwest of Chicago highlights the speed and back in service time that concrete so often is seen at a disadvantage.

"Now you can view a 4 minute video on the project and see how it was done," reports Jon Hansen, NRMCA senior vice president, local paving.

The Senate passed a continuing resolution (CR) to fund operations for most federal agencies at current fiscal levels until April 28, averting a possible government shutdown late Friday night and completing its legislative business until the 115th Congressional session begins on January 3, 2017.
 
Last week, over 300 business and industry groups – including NRMCA – joined forces in sending a letter to Congressional leadership calling on it to prioritize regulatory reform during the 115th Congress. The letter, led by the U.S. Chamber of Congress, emphasized the need for swift passage of the Regulatory Accountability Act (RAA) which builds on basic principles of a "fair regulatory process" with more accountability to Congress and the American people.
 
Buildings
NRMCA has added two more building experts to bolster the Build with Strength Concrete Design Center, a nationwide effort to offer technical expertise to developers and design professionals in order to incorporate cutting-edge concrete solutions into their building projects. The experts, Michelle Roberts and Patrick Matsche, have joined the association’s Structures and Sustainability Division as senior directors, building innovations.
 
Los Angeles is the third largest city in the U.S. and unlike its sister cities, New York and Chicago, does not ban the use of combustible, light-framed wood construction within city limits. Recently, however, large scale fires in LA like the DaVinci development fire have brought the issue front and center before the City Council.
 
With LEED v4 officially launched on November 1, suppliers to the green building marketplace expect to see activity and inquiries regarding product transparency, whether in the form of environmental, health or responsible sourcing disclosure. As such, the Health Product Declaration Collaborative recently launched a directory of products with HPDs.

Last week, the Federal Motor Carrier Safety Administration (FMCSA) finalized a long-anticipated negotiated rulemaking that establishes guidelines for minimum training requirements for individuals seeking to obtain a commercial drivers license (CDL) to operate a commercial motor vehicle (CMV).
 
As 2016 closes, folks are signing  up quickly to assure registration fees fall into producers’ 2016 expenses. As a result, do NOT delay signing up for a class. Below are the operations classes that will run in the first quarter of 2017:

NRMCA is presenting the one-day course Improving Concrete Quality, intended for concrete producers, ingredient material suppliers, engineers, testing labs and contractors, on Wednesday, January 18, in Sacramento, CA and Thursday, January 19, in Ontario, CA. Improving Concrete Quality, a book authored by one of the instructors, and other NRMCA resources provide the basic content for the course.

Promotion
The deadline for nominations for the NRMCA Promoter of the Year Award, Affiliate Promoter of the Year Award and the Lifetime Achievement Award for Promotion has been extended to Friday, January 20, 2017. These awards will be presented at NRMCA’s 2017 Annual Convention, March 4-6 in Las Vegas.
 
Sustainability
Recently, the Roseville, CA, City Hall Annex became the first building to become rated by the U.S. Resiliency Council® (USRC). It received the USRC's highest Platinum Earthquake Rating. The 4-story office building houses critical operations for the city and, in the case of an earthquake, city officials needed the reassurance that these mission critical services would be housed in a safe, resilient structure. This platinum award is the highest USRC award and validates the excellent performance expected of this building in its design level.

Roseville is within the greater Sacramento region and has a moderately high seismic hazard (compared to the "high" or "extremely high" hazard in much of the rest of California) and achieved high seismic performance with only a nominal, if any, increase in construction cost. The building’s structural system incorporates a high-performance precast concrete hybrid moment-resisting frame that limited design level drifts to less than 1.25% and is designed to be self-centering after the design seismic event, therefore eliminating residual drifts, limiting damage and providing for reduced recovery time.

The U.S. Resiliency Council® (USRC) was formed as a 501(c)3 nonprofit organization and launched in November 2015 to establish and implement a rating system for the performance of buildings in earthquakes and other natural hazards. The system is currently applicable to earthquake performance, but the vision is for it address other hazards, including wind, flood and blast.
