The Pennsylvania Aggregates and Concrete Association (PACA) has announced that Rep. Seth Grove will succeed Peter T. Vlahos as president and CEO. Grove will serve as the association’s vice president until December 1, 2026 when he assumes the role. Vlahos will remain with the association until November 2026 to support the transition.

“PACA is fortunate to have Seth Grove at the helm as we continue to advance the interests of Pennsylvania’s aggregates, concrete and cement industries,” said Jamie Stilley, PACA Board chairperson. “His leadership and policy experience will be invaluable in strengthening our industry’s role in the state’s economy.”

Stilley also praised Vlahos’ contributions, noting his dedicated service and impact on the association. “Peter’s leadership has been instrumental in PACA’s growth and success. We are grateful for his years of commitment and look forward to his continued guidance during the transition.”
