Last week, the EPA published final test guidelines, 810.3900 - Laboratory Product Performance Testing Methods for Bed Bug Pesticide Products. The guidelines provide recommendations for the design and execution of laboratory studies to evaluate the performance of pesticide products intended to repel, attract, and/or kill the common bed bug (Cimex lectularius) in connection with registration of pesticide products under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA)
Under FIFRA, all companies wishing to register a pesticide product for use against public health pests, such as bed bugs, must submit pesticide product performance data that demonstrate that the pesticide product works against the pests for which the product is intended. The data generated to support pesticide product label claims against public health pests are required to be submitted when applying for registration to help inform the Agency’s regulatory decisions during the registration process.

Last week, the U.S. Senate Committee on Small Business and Entrepreneurship held a hearing titled "Tax Reform: Removing Barriers to Small Business." The hearing served as a platform to highlight small business issues that must be included in tax reform negotiations. A primary topic of the hearing included lowering the pass-through entity tax rate. Chairman Risch (R-ID) stated "It's clear that if we want tax reform to bring growth to our economy we must look at the individual tax code, under which pass-through entities are taxed." During witness testimony witnesses testified that lowering the pass-through entity rate allows for more investment into jobs and into individual small businesses resulting in a greater benefit to the overall economy as opposed to filling the coffers of the federal government.
 
Lowering the pass-through entity tax rate and the corporate tax rate were NPMA issues at Legislative day in March and remain a primary policy objective. Negotiations on tax reform are becoming more intense on Capitol Hill in anticipation of the August recess. Be prepared for further updates and grassroots alerts.
