EMS Featured in Governor Hochul's 2024-2025 Budget
Governor Kathy Hochul proposed legislation to make EMS an essential service in New York, expand community paramedicine, convert EMS certifications to licenses, and establish paramedic operated urgent care centers in rural areas of New York. A two-page fact sheet on the proposed changes is available here.

State EMS Task Force Advances
The State EMS Task Force, initially funded in 2023, will continue to develop under Governor Hochul's proposed 2024-2025 budget. Using public-private partnerships, DOH will contract with existing ambulance services to improve response capabilities to disaster situations. The State Medical Operations Coordination Center will expand to better coordinate EMS resources across the state. The Bureau will build a Task Force of paramedic response units, ground ambulance strike teams, critical care ambulance strike teams, special pathogen transport units, alternative support units, and multi-patient transport ambulance busses available across the state in five distinct zones. These will serve to fill existing voids in service and provide faster, more coordinated response to major events. More information is available here.
