Detecting Antitrust Crimes as a Potential Victim: Price Fixing, Bid Rigging, and Market Allocation

The presentation will raise awareness among procurement professionals of antitrust crimes, and specifically the patterns associated with bid rigging, price fixing, and market allocation. In most instances, the institutions that procurement officials work for will be the victims of these crimes. So, the program will also teach procurement professionals what to do and which departments they need to consult when they suspect that they have detected bid rigging, price fixing, or market allocation.

Mr. Cavanah joined the United States Department of Justice, Antitrust Division in 2015, where he serves as an Assistant Chief in the New York office. In addition to supervising an office of other federal prosecutors and staff, Frank focuses on criminal investigations in a wide variety of industries, and prosecutes companies and individuals involved in both domestic and international conspiracies to commit fraud, criminal violations of the Sherman Act, and related Title 18 conduct. 

Staying on the theme of the federal government, we have an update on Uniform Guidance.

Uniform Guidance for Federal Awards, 2 CFR 200

Well, the time has finally come and the three-year grace period for the Procurement Standards section of 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) is over. More familiarly known as “The Uniform Guidance,” this set of Federal regulations – especially the Procurement Standards – has stirred up such a controversy that OMB called a “Procurement Time Out” three years in a row. Now we’re back to “Time In,” and the question is, “Are you prepared?” In this session, Burr Millsap will cover all the points you’ll need to know to examine your institution’s readiness.

Burr Millsap is the Associate Vice President for Administration & Finance at the University of Oklahoma. He earned a Bachelor of Science degree in Accounting from the University of Central Oklahoma and an M.B.A. degree from the University of Oklahoma. He is a Certified Public Accountant. Burr also serves as adjunct faculty for Oklahoma City University and the Francis Tuttle Technology Center. He teaches courses in Accounting and Financial Management and has written three texts. Burr also served on the board of directors of E&I Cooperative and presided over the Board for several of the years he served. He served 20 years in the United States Navy Supply Corps, having retired at the rank of Commander. He is a lifetime member of the United States Navy League, the Association of the United States Navy, and the Reserve Officers Association.
