Procurement Academy
August 6-8, 2018 in Hanover, MD (Outside of Baltimore by BWI Airport)

The NAEP Procurement Academy is our flagship program. To ensure that you can perform successfully and help prepare your institution for the future, we offer the NAEP Procurement Academy. The Academy offers an assessment-based certificate course of study mapped to NAEP’s Competency Model. As a result, you can develop skills and increase capabilities in competencies expected of your position and experience level within higher education. The Academy is delivered in three Tiers. Each Tier provides professionals with best practices, insider intelligence and market knowledge needed to propel your career.

Tier I
Tier I is for early career professionals or professionals new to higher ed procurement. Objectives of this course focus on fundamental administrative processes and systems. It aligns to three major competencies: Ethical Practice, Effective Performance and Communication.

In-depth module topics include the following:
• Mastering the Procurement Cycle
• Strategic Sourcing and RFXs
• Your Role in Your Education Procurement Team
• Fundamentals of Contract Law
• Writing Specifications
• Managing Risk
• Developing Strong Client Relationships
• Social Responsibility
• Managing Your Career

These sessions examine fundamental purchasing skills, techniques and practices, the acquisition cycle, ethics in professional relationships, legal aspects of the procurement process in conjunction with written and verbal communication skills.

Tier II
Tier II is for the mid-level career professional who manages a program and/or people within the procurement department. Some areas of focus are Communication, Strategic Agility and Relationship Building.

In-depth module topics include the following:
• Negotiation
• Supplier Relationships
• Sustainability
• Building Effective Teams
• Contract Development & Management
• Ethics in Practice
• Harnessing Data Analytics
• Total Cost of Ownership
• Strategic Sourcing
• Business Communication
• Ask the Lawyer
• Influential Leadership

These session topics include negotiation principals and strategies, specification development, protective covenants and caveats, procedural integrity, evaluation and award, customer service in purchasing and ethical considerations.

Tier III
This top tier of the Academy focuses on relationship building, strategic agility, and leadership. If you lead a team or direct a component of it this is the leadership training for you.

• Maximizing Your Leadership Style
• Cultural Competency and Conflict Resolution
• Executive Presence
• Financial Management Strategies
• Data Driven Decision Making
• Supply Chain Management
• Organizational Alignment
• Institutional Procurement Policies
• Ethical Considerations for Leaders
• Leading Procurement

Sessions include topics about leadership, emotional intelligence, communicating at all levels, meeting effectiveness, decision-making, cultural competency and conflict resolution.

RFP Institute
RFP Institute provides specific information of the entire RFP process. It is designed to help procurement professionals determine when it is most effective to utilize an RFP process; how to develop an RFP; conduct evaluations; monitor vendor performance; handle disputes; and close out projects.

Learning Outcomes
As a result of this training, you will be able to:
• Determine when an RFP should be used
• Define roles
• Structure the RFP document
• Identify elements of an effective Statement of Work
• Describe the benefits of performance-based contracting
• Conduct a pre-proposal conference
• Develop evaluation criteria and matrix analysis
• Apply scoring methodologies
• Conduct vendor debriefings
• Recognize the importance of properly handling bid protests
• Monitor vendor performance
• Demonstrate Contract Administration from post-award through contract close-out

Negotiations Institute
Negotiation skills are critical throughout all aspects of colleges and universities, especially in creating value for your department. Competition for resources, space, funding, equipment, and opportunities require techniques for successful negotiation. This workshop is designed to help procurement professionals understand the negotiation process while learning strategies for analysis, developing decision making processes, and defining methods for negotiations. You will learn how to define interests, set priorities, and develop mutually beneficial strategies for all parties.

Learning Outcomes
As a result of this training, you will be able to:
• Learn business interactions that involve negotiation and understand the many negotiation styles and strategies available to you to improve business relationships and outcomes
• Develop and practice techniques and skills to enhance your understanding of potential negotiated outcomes including ability to chart decision points, alternate solutions, and exit strategies
• Refine your understanding of positions, strength/weakness, and win/win tactics to improve outcomes in a shared governance model like higher education
• Understand elements of agreement, contract, and implementation
• Build a network of colleagues who have similar roles and responsibilities and who face many of the same challenges and opportunities
