Pursuant to Article V, Section 1(C) of the Bylaws, notice is hereby given that the Membership of the National Emergency Number Association will hold an Annual Meeting at 5:30 P.M. in the Sagamore Ballroom of the Indiana Convention Center, located at 100 South Capitol Avenue, Indianapolis, Indiana 46225. Consistent with the NENA Executive Board Policy and Procedure relating to the NENA Annual Membership Meeting, the Membership is advised of the following Agenda:

I. Announcement of next annual conference site and dates.
II. Reports of activities and financial condition of the association.
III. Resolutions to amend the Constitution and Bylaws of the Association:

a. The membership will consider an Amendment in the Nature of a Substitute that would revise and consolidate the existing bylaws for the purposes of increasing order, reducing complexity, and removing ambiguities in the administration of the Association. The full-text of the proposed substitute Bylaws is available here.

IV. Resolutions that do not amend the constitution and bylaws of the Association:

a. (None submitted)

V. Announcement of preliminary election results.

NENA Detailed Functional and Interface Standards for the NENA i3 Solution, NENA-STA-010.2-201X (DRAFT) is available for a second Public Review and Comment. 

This NG9-1-1 Core Services specification builds upon prior NENA publications including i3 requirements and architecture documents. This document describes how NG9-1-1 works after transition from E9-1-1, including ongoing interworking requirements for IP-based and TDM-based PSAPs and origination networks. The document includes support for transitional interface components and defines a number of Functional Elements (FEs) with their external interfaces. UPCOMING DEADLINES
June 20 is the last day to register for the July 16-30 ENP certification testing window. The next examination period following July is October 1-15, with an application deadline of September 6.  If you plan to attend the ENP Boot Camp Workshop at NENA 2016, you will still have time to register for the July examination window following the workshop.
 
OPS UPDATE
In addition to the NENA Public Safety Communications & Railroad Interaction Standard Operating Procedures recently published, the Federal Railroad Administration (FRA) has developed rail safety training videos for law enforcement and emergency dispatchers.   The videos provide information related to: 
  • Locating an incident
  • How to determine which railroad to notify
  • How to stop a train in an emergency
  • How to locate the train crew and victims
  • How to locate railroad personnel and railroad documents
  • Determining the appropriate response

The Call Blocking Working Group is tasked with developing an operational document to outline what conditions should be required for a PSAP to identify a calling number as a problem source and develop a draft policy for having that number blocked. This WG will also provide guidance on how to determine if the problem is resolved and criteria to un-block the number. In addition to PSAP operational personnel, the WG will need volunteers who understand border control functions and have some insight into Network Operations Center processes.

NENA Hazard and Vulnerability Analysis Information Document, NENA-INF-019.2-201X (originally 53-501, 03/27/2007)(DRAFT) is available for Public Review and Comment. This document is provided to assist Public Safety Answering Points (PSAPs) and 9-1-1 Authorities with the development of a risk mitigation plan that includes Resource Analysis, the first step in completing Hazard and Vulnerability Analyses. These analyses are essentially audits that provide planning tools to identify, prevent, prepare for, respond to and recover from incidents that have the potential to adversely affect the PSAPs ability to perform its critical functions. Every PSAP is unique and this document should be used as a starting point in disaster planning.

Complex Attacks Situational Awareness and Response (CASAR) is a course for Emergency Services Sector senior leaders and decision-makers to recognize, report, and take appropriate actions for complex attack preparedness. The second online course, Situation Assessment for Complex Attacks (SAFCA) is a course for Emergency Services Sector first-line supervisors (e.g., corporals, sergeants, lieutenants, and the public and private sector safety and security equivalent for both the private and public sector) to learn about crisis communication, response and reporting a complex attack on critical infrastructures. SAFCA also teaches participants about tools and methods used to maximize preparative and preventive measures before a complex attack.
      
Both of these online courses are currently free for NENA members to take until Fall 2016, however a course registration fee will be implemented in Fall 2016. With this change I would encourage anyone interested to register now to avoid fees. Click here for CASAR registration and here for SAFCA registration.
 
TECH UPDATE
NENA PSAP Master Clock Standard,ANS CANDIDATE NENA-STA-026.5-201X (DRAFT) is available for Public Review and Comment.This standard is a guide for designers and manufacturers of PSAP equipment for use in an E9-1-1 environment. It identifies engineering and technical requirements to be met before the purchase of such equipment. It may also be of value to purchasers, maintainers, and users of such equipment.
