Location: It All Starts With "Where?"

Ask any dispatcher in any PSAP what is the first question they ask to a 9-1-1 caller, and it will most likely be: "What is the location of your emergency?" Ask anyone working on any NG9-1-1 related project about his or her biggest challenge, and their answer will likely involve location. Ask the FCC about the most important efforts they have undertaken in recent years, and the rule regarding cell phone location accuracy will be high on their list. Finally, if you have any doubt regarding the importance of location in 9-1-1, review the media reports from the string of recent tragedies where responders were delayed because of location-related issues.

It is apparent that location is the common recurring theme in both the operational and technical issues that face our 9-1-1 community today. With the recent FCC action, NG9-1-1 implementations, and the ever-increasing percentage of 9-1-1 calls made form cell phones and other non-landline devices, location will only grow in significance in the coming years.

OPS UPDATE
Swatting is false reporting an emergency to public safety by a person for the intent of getting a ("SWAT team") response to a location where no emergency exists. The calling party will often report they are involved or nearby as a witness to a home invasion, active shooter, or hostage situation, attempting to muster the largest response possible. Often, the law enforcement response is substantial, with police confronting the unsuspecting victims at gunpoint, only to learn that there is no real emergency.

When any Deliverable is in stable form, but before it undergoes review by the NENA Process Review Committee the Committee Resource Manager shall send a Stable Form Notice to all NENA Development Group participants giving notice of a deadline, at least sixty (60) days from the date of the announcement, by which all Patent Holders with respect to the Deliverable must submit a completed copy of the Licensing Declaration Form in Annex B to the Committee Resource Manager. All Stable Form Notices shall also be posted to the Committee Management Website.
 
Once the 60 days have passed, the document will go to the Process Review Committee for approval.

The NENA Intellectual Property Rights ("IPR") Policy, available at http://www.nena.org/?IPR, requires Participants in NENA Committees to disclose certain Patent IPRs during the process of developing a Deliverable such as a Technical or Operations Standard Document (i.e., any Standard). After receiving this notice, all Patent Holders have 60 days in which to submit a Licensing Declaration Form.

The Deliverable listed below has reached stable form and will be submitted to the NENA Process Review Committee in 60 days. Any and all Participants who hold Patent IPRs which may be implicated by the Normative Requirements of this Deliverable must submit a Licensing Declaration Form to the Committee Resource Manager within that time.

NENA Intellectual Property Rights Policy – Annex C – Stable Form Notice
 
NENA Standards for the Provisioning and Maintenance of GIS data to ECRF/LVF,  NENA-STA-005.1-201X (DRAFT) is available for Public Review and Comment. This is a second review due to substantive changes being made. This document defines operational processes and procedures necessary to support the i3 Emergency Call Routing Function (ECRF) and Location Validation Function (LVF). Additionally, this document identifies ECRF/LVF performance and implementation considerations for 9-1-1 Authorities’ consideration.

To submit comments, current NENA Development Group members with a login to NENA Workspace should click here, and all others wanting to comment should click here. Then select "add a comment" just above the title "Document Details." Please complete all requested data and "Save" OR if submitting multiple comments, select "Save and Add Another."  

All comments are due by July 17, 2015, at 5 p.m. ET. Any questions or concerns with submitting your comments, please contact the NENA Committee Resource Manager.
 
GOVERNMENT AFFAIRS UPDATE
The National 911 Program recently released its third annual update to the report; "Next Generation 9-1-1 (NG9-1-1) Standards Identification and Review: A compilation of existing and planned standards for NG9-1-1 systems." The standards document is a compendium of all of the NG9-1-1 standards, including those for products, interfaces, data, tests, performance, and operations. This snapshot of the current NG9-1-1 standards development process is just one of the tools the National 911 Program provides in its effort to collect and disseminate information to help the 9-1-1 community assess and plan for the transition to improved emergency communication services for the public.
