The NENA Publications Committee is seeking submissions for publication consideration on local, state, and federal governance-related issues (e.g. effectively conveying issues to decision makers, enabling NG9-1-1 through regulatory review, public safety funding opportunities, and restructuring of local/region/state planning, acquisition, and ongoing management of NG9-1-1 services to better enable economic and operational effectiveness).

Manuscripts should not exceed 20 double-spaced pages and should follow current American Psychological Association (APA) style. Further instructions for authors can be found by clicking here

Manuscripts may be submitted electronically; send the document as an email attachment to NENA Communications Director Chris Nussman for consideration. The submission deadline is December 17, 2012.

It is no surprise that data communication is swamping telecom networks. Consumers are generating growing amounts of data on their own through texting, emailing, and social networking, and rely less and less on their phones for talking. Yet the current 9-1-1 system was built on the basis of voice communications (call 9-1-1 if you have an emergency). While voice remains the best choice for a 9-1-1 call, most consumers should be provided the option to text or email when they are experiencing an emergency. When needed, texting or emailing is far more discreet and can be done almost silently for those who find themselves in situations where speaking could prove harmful to their own safety. For some consumers, texting is their primary or only option to communicate. So, what are the 9-1-1 experts doing about texting, emailing and the next generation of emergency communications?

GOVERNMENT AFFAIRS UPDATE
First Responder Network Authority (FirstNet) Board Chairman Sam Ginn announced today the appointment of Harlin McEwen as Chairman of FirstNet’s Public Safety Advisory Committee. Chief McEwen has over five decades of experience as both an advocate for public safety telecommunications issues and as a career law enforcement officer and administrator. As chairman of the Public Safety Spectrum Trust Corp. (PSST), he had been a leader in earlier efforts to establish a nationwide public safety broadband network. Chief McEwen also serves as Chairman of the International Association of Chiefs of Police (IACP) Communications Committee and previously served as Communications Advisor to the Major Cities Police Chiefs Association, the National Sheriffs' Association and the Major County Sheriffs' Association. He also served as Deputy Assistant Director of the Federal Bureau of Investigation from 1996-2000.
