9-1-1 Goes to Washington (#NENAGTW) is an interactive forum where you learn about and discuss national 9-1-1 issues and advance those issues on Capitol Hill. This scholarship opportunity is open to any telecommunicator, call taker, or dispatcher with at least one year of experience and in good standing with his or her current employer. Supervisory and other managerial personnel are not eligible for this award, nor are previous recipients. Each Telecommunicator Continuing Education Scholarship recipient receives the following:
To be eligible for a scholarship, you must complete and submit the scholarship application and provide a current resume. Applications will be accepted through March 31, 2022. Scholarship winners will be notified no later than late-April. Click here to apply for a scholarship. The number of ENPs continues to grow at a rapid rate. ENPs have always been leaders in the 9-1-1 profession, in their PSAPs, and at state and national levels. Join over 1,700 current ENPs to make positive changes that improve the level and quality of 9-1-1 service, as well as accelerate the transition to NG9-1-1. Now is the time to sign up for the April ENP testing window. You have the choice of going to one of many nearby testing centers, all conforming to COVID precautions, or testing remotely. The NENA Standard for Social Media Emergency Requests provides guidance to PSAPs in establishing standard operating procedures in the handling of emergency requests for public safety assistance that originate on social media networks and interacting with providers for exigent circumstances. Members of the Working Group can download the document and submit comments by going here and then selecting "Add a Comment" from the "Edit" icon. All others may download the document and submit comments by going here and then selecting "Add a Comment" from the "Document Actions" icon. When submitting comments, please include the line number(s) associated with each comment, a brief explanation of the comment, and suggested resolution of each comment. Please complete all requested data and click "Save," or, if submitting multiple comments, click "Save and Add Another." If submitting a substantial number of substantive comments or edits, you may add a single comment in the Comment Manager and attach an edited version of the document containing your tracked changes. To do this, scroll down and click on "Add Supporting File" on the comment page and upload the file you have edited. If you are providing editorial comments, such as corrections to typos, grammatical errors, style/numbering errors, and incorrect references/links to documents, please document them under one comment and list the page and line number for each. Having adjudicated all comments, the NENA Spoofing Mitigation Information Document is now considered "stable." Per NENA IPR & Antitrust Policy, Section 4.5.1 "Stable Form Notice" is being issued and can be viewed here.
Washington Briefing
A report released recently by the National 911 Program – compiled through voluntary submission of 56 data elements – provides the most complete and current information about the nation's 9-1-1 systems. The National 911 Annual Report: 2020 Data reveals findings and analysis of 9-1-1 data from the 2020 calendar year. A variety of information – from the increase in nationwide ESInet implementation to PSAP size to the use of Emergency Medical Dispatch (EMD) protocols – is detailed in the report. The data collected helps to characterize a state’s 9-1-1 operations, protocols and progress toward Next Generation 9-1-1 (NG9-1-1) implementation. New this year is data submitted by the U.S. Department of Defense about domestic PSAPs and those operating overseas. Volunteers Wanted
NENA is seeking volunteers to enhance the existing NENA document related to information spoofing mitigation (NENA-INF-043, NENA Spoofing Mitigation Information Document ) to focus on two areas: (1) the application of non-IP call authentication mechanisms to callback calls; and (2) location spoofing mitigation. The existing document addresses non-IP call authentication in the context of 9‑1‑1 calls but does not consider whether there are special considerations/impacts associated with applying such mechanisms to callback calls that may encounter IP-TDM interworking between the Public Safety Answering Point (PSAP) and the emergency caller. Input from the WG is needed to assess the applicability of industry-defined non-IP call authentication mechanisms to callback calls. Spoofing Mitigation WG members have identified the need for a mechanism that will allow PSAPs to assess the legitimacy of the location information associated with a 9-1-1 call. The ability to recognize spoofed location information further improves support for the detection and mitigation of swatting attacks. While the technical details associated with a location spoofing mitigation mechanism will be addressed outside of this WG, this WG will play a role in identifying the type of information that would be useful to PSAPs in assessing the legitimacy of the location information associated with a 9-1-1 call. In addition, once a location spoofing mitigation solution has been identified, the WG will assess the operational impacts of that solution, with consideration given to topics such as: the definition of new SOPs; PSAP training; and display considerations associated with new/additional information.
