The NENA i3 Standard for Next Generation 9-1-1 provides detailed functional and interface specifications for Next-Generation 9-1-1 (NG9-1-1) and serves as the foundation for NENA’s suite of NG9-1-1 standards. As this is a 2nd public review, only the highlighted edits are open for comment.

Version 3 includes key updates to NG9-1-1 infrastructure to ensure continued support for interoperability on a national and international scale. Version 3 changes include a move to a REST/JSON architecture for data interactions between functional elements and systems, improvements to security, major updates to the call bridging (Bridging Service), Discrepancy Reports, an Outgoing Call Interface Function, blind transfer support, updates to novel call types (including non-interactive calls and Advanced Automatic Crash Notifications [AACNs]), and more. Version 3 also incorporates a number of new IETF specifications and has made adjustments to addressing to harmonize schemes across Europe and North America.

i3 is an open standard developed with the contribution of a large community of industry, academic, and public-safety experts. NENA’s development process is always open to all.

The NENA Next Generation 9-1-1 (NG9-1-1) United States Civic Location Data Exchange Format (CLDXF) Standard provides a definitive set of core civic location data elements that support emergency response and supports the exchange of United States civic location information related to 9-1-1 calls, both within the U.S. and internationally, by defining the detailed data elements needed for location data exchange.

The associated reference document, Moving Data between Datasets Compliant with FGDC Address and NENA CLDXF Standards, presents CLDXF in relation to FGDC by stating the equivalencies between FGDC and CLDXF elements and noting any discrepancies in definition or construction.

The documents may be downloaded at the links above; then select "Add a Comment" from the "Document Actions" icon. Each document’s comments must be noted on the appropriate document. Please complete all requested data and "Save" OR if submitting multiple comments, select "Save and Add Another." If submitting a substantial number of substantive comments and/or edits, commenters may add a single comment in NENA Workspace Comment Manager and attach an edited version of the document containing tracked changes. To do this, scroll down to "Add Supporting File" on the comment page and select the file you have edited. If you are providing editorial comments, such as corrections to typos, grammatical errors, style/numbering errors, and incorrect references/links to documents, please document them under one comment and list the page and line number for each.

On July 16, 2020, the FCC adopted an Order (FCC 20-100) approving 988 as the 3-digit abbreviated dialing code to reach the National Suicide Prevention Lifeline, starting July 16, 2022. Customers must continue to dial 1-800-273-TALK (8255) to reach the Lifeline until July 16, 2022.

The Order requires all telecommunications carriers, interconnected Voice over Internet Protocol (VoIP) providers, and one-way VoIP providers (covered providers) to make any network changes necessary to ensure that users can dial 988 to reach the existing National Suicide Prevention Lifeline by July 16, 2022. For 988 to work in the area codes in the below-attached document, 10-digit local dialing must first be implemented. 

All PSAP equipment, such as speed dialers and call forwarding equipment with a number from the area code listed in the below-attached document and programmed to dial only 7 digits must be updated or reprogrammed to dial 10 digits (area code + telephone number) or 1+10-digit dialing (1+ area code + telephone number) depending on dialing plan for all local calls in the area codes listed above.  Such updates or reprogramming must occur between April 24, 2021 and October 24, 2021 (the permissive dialing period). Starting these efforts before April 24, 2021 may result in 10-digit calls not being completed (if permissive 10-digit dialing has not yet been implemented). And on and after October 24, 2021, 7-digit calls may not be completed.

Every February, the NG911 Institute hosts the Annual 911 Honor Awards Reception to honor the heroes and leaders of the 9-1-1 community. The Co-Chairs of the Congressional NextGen 911 Caucus and other Members of Congress and federal government leaders are invited to attend and to present the awards to 9-1-1 professionals and government leaders from across the United States. 

Nominations may now be submitted for the six awards categories (Citizen in Action, Government Leader, Public Safety Professional, Industry Professional, Outstanding Call Center, NG911 Awareness). Any person or group fitting the description is eligible to be nominated and anyone can nominate (including self-nomination). You DO NOT need to be a member of the NG911 Institute to nominate or to receive an award.
