NENA is pleased to open the nominations process for our 2017-2018 Executive Board election! This election will be for the following positions:
  • Second Vice President
  • Northeastern Region Director 
  • North Central Region Director
  • Canadian Region Director

All nominees must be current members in good standing for at least three years; have been employed for at least three years in 9-1-1; be certified Emergency Number Professionals (ENPs); and meet the minimum threshold of membership, leadership, and certification requirements as outlined in the Nomination Form. Nominees for the position of Region Director must reside in the region they wish to represent.

Document Announcements

NENA received final approval from the American National Standards Institute (ANSI) on January 3, 2017, for an American National Standard (ANS) that identifies standard specifications for the exchange of emergency data.

The Emergency Incident Data Document (EIDD) provides a standardized, industry-neutral National Information Exchange Model (NIEM) conformant (XML-based) specifications for exchanging emergency incident information to agencies and regions that implement NG9-1-1 and IP-based emergency communications systems. Emergency incident information exchanges supported by the EIDD include exchanges between disparate manufacturers’ systems located within one or more public safety agencies and with other incident stakeholders.

The NENA PSAP Master Clock Standard guides designers and manufacturers of PSAP equipment for use in an E9‑1‑1 environment. This ANSI-approved standard identifies engineering and technical requirements to be met before the purchase of such equipment. It may also be of value to purchasers, maintainers, and users of such equipment. This document is not intended to provide complete design specifications for a PSAP Master Clock - it will neither ensure the quality of the performance of the equipment nor should it serve as an exclusive procurement specification.

These specifications are not for use for NG9‑1‑1 time synchronization; those specifications can be found in the Timer Server section of the i3 standard.

The NENA PSAP Survivability Information Document assists PSAPs with the development of a PSAP survivability program. This document is meant to be used in conjunction with other contingency planning documents to assist the PSAP to better prepare for and react to disasters, with the end goal being that the PSAP remains operational. Recognizing that every PSAP is unique, this document should be used as a starting point in disaster recovery planning.
The NENA Resource List for Human Resources Information Reference Document is provided as a resource for PSAP managers and administrators to use in locating information related to various Human Resources issues. Resources are available concerning the following issues:

NENA Standard for NG9‑1‑1 GIS Data Model, NENA-STA-006.1-201X (DRAFT) is available for public review and comment.This standard defines the Geographic Information Systems (GIS) Data Model, which supports NENA Next Generation 9‑1‑1 (NG9‑1‑1) systems of location validation and both geospatial call or dispatch routing. This is the standard to be referenced by GIS practitioners. This model also defines several GIS data layers (layers) used in local Public Safety Answering Point (PSAP) and response agency mapping applications for handling and responding to 9‑1‑1 calls. Washington Briefing

Last week, the FCC released its Eighth Annual Report to Congress on State Collection and Distribution of 911 and Enhanced 911 Fees and Charges (Report).  The Commission submits the Report to Congress annually pursuant to the New and Emerging Technologies 911 Improvement Act of 2008 (NET 911 Act), which requires that the Commission report whether 911 fees and charges collected by the states, the District of Columbia, U.S. territories, and Indian territories (states and other reporting entities) are being used for any purpose other than to support 911 and Enhanced 911 (E911) services.  By this public notice, the Commission solicits public comment on the Report and the information provided therein to the Commission by states and other reporting entities.

The Report covers the collection and distribution of 911 and Enhanced 911 fees and charges for the calendar year ending December 31, 2015, and was submitted to Congress on December 30, 2016.  The Report also contains more detailed state-by-state information than prior annual reports on the number and type of 911 calls, the number of Public Safety Answering Points (PSAPs) and telecommunicators, expenditure of funds for Next Generation 911 (NG911) services, deployment of Emergency Services IP Networks (ESInets) and text-to-911 service, establishment of programs to support PSAP cybersecurity, and the extent of state-level oversight and auditing of collection and use of 911 fees.

The 2016 National 911 Progress Report shares detailed findings and analysis for 911 systems across the nation. It is an important tool in improving local, state and regional emergency communication systems. 

The report collates the data gathered from the participating states and territories with the support of the National Association of State 911 Administrators (NASNA). The 2016 National Progress Report provides the segmented information state 911 leaders, legislators and policy makers need to make informed decisions about 911 services in their jurisdictions. A few interesting findings from the report include:

  • Ten reporting states have 100% ESInet connected PSAPs, an increase from 6 states in the prior year
  • The number of states reporting 100% geocoded addresses doubled to 8 this year, an increase from 4 states in the prior year
  • A fully operational NG911 system covers 100% of the state in 12 states
