2025 report reveals rising outage rates, increased openness to AI, and a shift from staffing shortages to burnout as top concerns–yet signs of progress are beginning to emerge

Released on June 23, the 2025 Pulse of 9-1-1 report details the state of the 9-1-1 public safety system across key areas including staffing, technology & operations, training, wellness & mental health, as well as diversity, equity & inclusion (DEI). Building on findings from 2024 and 2023, this year’s report highlights that 9-1-1 emergency services are at a critical inflection point.

The third-annual survey, a joint project of Carbyne, the leading cloud-native emergency communications and response platform for public safety, and NENA: The 9-1-1 Association, the nation’s premier organization for 9-1-1 professionals, reveals surging system outages, unprecedented levels of burnout, and new threats from cyberattacks. Yet signs of progress are also emerging, like the sector's growing openness to AI-powered tools and better support for dispatcher wellness.

Join the reps from Union Pacific’s Response Management Communications Center to discuss the communication between public safety agencies and railroads, tools available to dispatch centers, and how we can aid each other during incident response.   • How to identify railroad markers that can be used to immediately communicate a railroad crossing location;
  • How to identify which railroad to contact for an incident in your community; and
  • What tools are available to aid in communicating location and incident details.

NENA's is pleased to announce the reaffirmation of the NENA Telephony Denial of Service (TDoS) Information Document. Reaffirmation of NENA's documents is an important verification that the information provided by NENA is accurate, current, and inclusive of recent technology and processes to best support the 9-1-1 industry. NENA appreciates the NENA Development Group Committee Co-Chairs for their efforts to ensure the reliability of NENA publication.

The NENA Standards for 9-1-1 Professional Education document guides institutions that are developing or have developed 9-1-1 professional education programs and ensure consistency with the curriculum.

Volunteers Wanted

The Telecommunicator CPR Working Group is tasked with the review of the NENA Telecommunicator Cardiopulmonary Resuscitation (T-CPR) Standard.

The working group seeks operational and technical subject matter experts in the User, Producer, and General Interest categories, as defined in Section 3 Document Development Process of the NENA Development Operational Procedures. Ideally the work group will include participants with:

  • PSAP and dispatch operations experience in handling, dispatching, or responding to Telecommunicator CPR incidents.
  • Emergency medical response experience.
  • Emergency Medical Dispatch (EMD) protocol developers and SMEs.
  • Deployment and support experience of 9-1-1 industry products and services.
  • Others with a vested interest in Telephone CPR standards.

Meeting day/time is to be determined.

The NENA/APCO ECC Service Capability Criteria Rating Scale Joint Working Group is tasked with the revision of the APCO/NENA Emergency Communications Center (ECC) Service Capability Criteria Rating Scale, an American National Standard (ANS).

A variety of expertise is being sought in ECC operations and equipment, to include operational and technical subject matter experts in the User, Producer, and General Interest categories. Section 3, Document Development Process, of the NENA Development Operational Procedures defines the interest categories as: 

  • Producer: Developers or providers of 9-1-1 related products or services.
  • User: Those who utilize 9-1-1 related products or services.
  • General Interest: Other interested parties who do not fit in the User or Producer category. 

Due to the joint nature of the working group, NENA is limited to 15 Working Group members, and must meet an equal distribution of the above interest categories.

APCO will be the managing partner of the revision effort, governed by the NENA/APCO Memorandum of Understanding (MOU) Joint Standards Development Procedures. Meetings will be held on the 1st and 3rd Thursdays of each month, at 11AM Eastern, for 50-minute sessions.
