The asphalt pavement industry will gather in the Valley of the Sun for the NAPA 2026 Annual Meeting Jan. 26-29.
NAPA was included in a year-end message from Speaker of the House Mike Johnson (R-LA) that chronicled Congress’ achievements and included a statement from NAPA Vice President for Government Affairs Nile Elam. “This past year, Speaker Johnson and House leadership have done a tremendous job advancing real-world policies that ensure our asphalt producers, contractors and pavers can grow and deliver critical roadway projects in a timely and efficient manner," Elam said in a statement.
In the 99th episode of Pave It Black, NAPA leaders come together to discuss the visible successes and behind-the-scenes efforts that defined the year and to share what members can expect in 2026. NAPA President and CEO Audrey Copeland, Director of Government Affairs Mitch Baldwin, and Senior Vice President of Membership Ester Magorka offer a candid look at the accomplishments, lessons learned, and momentum that continue to move the association and the industry forward.
The House of Representatives on Dec. 18 passed the SPEED Act with bipartisan support. The bill cleared the chamber by a 221–196 vote, with 11 Democrats joining nearly all Republicans. The SPEED Act now moves to the Senate, where it will require 60 votes to overcome a filibuster. With Republicans holding 53 seats, the GOP will need at least seven Democratic senators to support the legislation, even if all Republicans vote in favor. This may require additional amendments to secure bipartisan backing.
The Monismith Fellowship Committee at the University of California Berkeley aims to transform a brand-new Carl L. Monismith Legacy Endowment Fund into the Carl L. Monismith Endowed Graduate Fellowship. This perpetual fund will support promising Civil and Environmental Engineering (CEE) graduate students, a top priority for campus leadership.
