 NAPA's Pavement Economics Committee (PEC) is looking to explore the performance of advanced asphalt materials and mix designs in high-stress applications, launching a Request for Proposals (RFP) centered on the subject. The project aims to support the use of high-performance asphalt through demonstrating its performance and speed of construction, providing facility owners, engineers, and contractors with evidence-based guidance for the usage of asphalt pavements in high-stress applications. The PEC has made up to $75,000 in funding available for this 12-month contract. Access the RFP. Proposals are due June 13. 
 The latest report from NAPA's The Road Forward explores the growing field of warm-mix asphalt (WMA) technologies, best practices, and the benefits of WMA, many of which go beyond sustainability. Warm-Mix Asphalt Technologies: State of the Knowledge and Best Practices explores the technologies that allow the placement of asphalt mixes at lower temperatures than conventional hot mix asphalt (HMA) without compromising the quality of the mixture, and how companies across the United States are embracing the technology during the design, production, and construction phases of road projects.  NAPA members joined their Transportation Construction Coalition colleagues in Washington, D.C. May 7 and 8 for the TCC Fly-In. NAPA Vice President for Government Affairs Nile Elam pointed to NAPA participation at last week’s Transportation & Infrastructure Subcommittee on Highways and Transit hearing as evidence that the discussion on the next surface transportation reauthorization has already begun. “Fortunately, it looks like this Congress is really starting to take a hard look at what the Highway Trust Fund is doing now and more importantly what we can do to hopefully bolster some of those funds,” Elam said.   
  
 The NAPA 2025 Midyear Meeting will be held in Kentucky this summer from July 8-11. Running midweek from Tuesday through Friday, Midyear attendees will have ample opportunity to explore the region through optional activities from bouldering and bargain-hunting to BMX and bourbon.  
 
  
 NAPA Member Fred Smith Co. President Ty Johnson testified Tuesday, April 29 at a hearing of the House Subcommittee on Highways and Transit. Johnson spoke on behalf of NAPA, beginning his testimony by noting how the Highway Trust Fund, once a basic tenet of federal infrastructure funding, has dwindled in the decades since the gas tax was last adjusted. He shared the four most viable user fee solutions that are available, and how the asphalt pavement industry is already leveraging scarce resources to support overlooked costs of road construction, like work zone safety.
