“Road projects across the nation depend on the predictable flow of federal dollars from FHWA to state DOTs. Any delays to this standard reimbursement process adversely affect road improvement projects – in turn, impacting everyone who uses those roads,” said NAPA President & CEO Audrey Copeland. “We applaud Congress and the administration for reopening the federal government, allowing NAPA members to return to regular workflow with our state and federal partners.”

The Environmental Protection Agency (EPA) made two announcements this month with the potential to impact the asphalt pavement industry: 

On Nov 17, EPA released its Final (Proposed) Rule on defining Waters of the United States (WOTUS). Relying on the Supreme Court’s Sackett Decision, the EPA agreed that WOTUS must be narrowly construed and defined.
 
Earlier in the month, EPA proposed clarifying PFAS reporting rules, further reducing regulatory burden and making implementation of the prior Administration’s PFAS reporting requirements more practical. Given current understanding of even PFAS-contaminated pavements, once the Rule is promulgated, the asphalt pavement mix industry will not need to worry about these PFAS reporting requirements, at least from a federal perspective.

The National Center for Asphalt Technology’s (NCAT) From Research to Implementation Webinar series continues Nov. 20 with an exploration of longitudinal grooving.

NCAT Assistant Director for Test Track Research Nathan Moore and VIHSC (Vehicle Interaction Highway Surface Characteristics) LLC Founder Brian Schleppi will lead a discussion on takeaways from case studies examining the longitudinal grooving of asphalt pavements, including best practices to improve safety.
