Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) increased 0.72 percent month-over-month in October. This brought the Manheim Used Vehicle Value Index to 140.9, a 3.4 percent increase from a year ago and a record high for the Index. Looking at trends in weekly Manheim Market Report (MMR) prices, October saw continued normalizing depreciation. Even after that normalization, three-year-old vehicles ended October worth 3.5 percent more than they would normally have been worth had typical depreciation occurred instead of the abnormal appreciation observed this summer. In the news: An atypical midterm election has resulted in Democrats gaining a majority of seats in the House of Representatives and Republicans increasing their seat majority in the Senate. The leadership of both parties has expressed a strong desire to provide funding for infrastructure programs.
General Motors has signaled to the presidential administration that it would be in support of a Country-wide Zero Emission Vehicle program akin to the ones found in California and like-minded states. Several transportation-related ballot initiatives were voted on at the state level on Election Day. The results were varied. The School Bus Safety Act of 2018 seeks to impose safety mandates for school buses that would require them to be equipped with seat belts, event data recorders, automatic emergency braking systems, and electronic stability control systems. Members of Congress are dissatisfied with the DOT's decision to shutter the 10 autonomous vehicle proving grounds located across the country.
