Pulling driving privileges from fleet drivers is not one of the more exciting duties of a fleet manager, but it is an absolute necessity at times. When drivers are not driving safely or have bad driving habits, it puts your employees, other drivers on the road, and your company or organization at extreme risk. When evaluating if you should suspend driving privileges from a driver, it is important that you collaborate with other departments in your organization or institution such as Risk Management, Human Resources, and Legal, notes Kathy Wellik, CAFM, Director at Iowa State University.

Transparency and clear, consistent communication are keys to fostering productive relationships between fleet management, city officials and internal clients. Mario Guzman, CAFM, Support Services Director for the City of West Palm Beach, Fla., told attendees of I&E's government workshop session that lack of time fosters misunderstanding. That's a barrier to communication and relationship-building with city managers, who often are too busy for substantive conversations. That’s why Guzman decided the direct approach was best, so he began emphasizing concise overviews, or “elevator conversations,” to make sure his department’s needs were conveyed.
 
 
 
   
“We pick up driving habits from the first time we get behind the wheel...some are good, some bad, and some are absolutely ridiculous. Instilling a good safety attitude from the top down in your organization is key to protecting your drivers.” That was the message from Phil Moser, Associate Director of Global Driver Safety, Syneos Health, in his presentation at I&E. A former police officer, Moser has seen it all when it comes to traffic crashes, a great many of which could have been avoided with simple common sense.
 
 
 
   
Cost-effectiveness is an ongoing challenge for fleet managers, who are responsible for maintaining a fleet with the right number and right kinds of vehicles. Meeting operational needs while controlling fleet size is a juggling act, and it can make cost control and vehicle utilization difficult. In a presentation at I&E, Juan Gabarro of ZipCar and Jean Pilon-Bignell of Geotab discussed how data capture and telematics can help produce a car-sharing business model that helps managers walk the fine line between efficiency and utilization.
 
 
 
   
Statistics show that technology has had a positive effect on driver safety and that drivers are benefiting from automated safety features. In 1972, there were 25 driving fatalities per 100,000 accidents; by 2017, that figure had been reduced to 11.4 per 100,000. Real-time driver alerts have reduced collisions by 60 percent. Fleet managers are also reaping the benefits of technology-enhanced driver safety, with some fleets having achieved an overall loss reduction of 50 percent according to Jennifer Haroon, Chief Operations Officer with Nauto, a California-based transportation technology company that develops automotive hardware and artificial intelligence-based data platforms.
 
 
 
   
Pathogens like toxic mold and dangerous bacteria have reached pandemic levels throughout North America and constitute a significant workplace health threat. That’s particularly true of fleet vehicles, which are constantly exposed to microbial infection. In his presentation at I&E, Stephen Dunn, CEO of Purifyd Systems, warned that seat belts, steering wheels, door panels, and airflow systems are breeding grounds for dangerous bacterial contaminants and must be disinfected regularly.

Looking at trends in weekly Manheim Market Report prices, April began with the continuation of the traditional spring bounce in appreciating values. Three-year-old vehicle values in aggregate saw gains in the first two weeks of April, which pushed prices higher than the beginning of the year. The month ended with aggregate prices stable but non-luxury prices continuing to see gains.

Respected longtime NAFA Regular Member Thomas Spence, CAFM, Colonel U.S. Army (Ret.), passed away on Wednesday, May 8, 2019. Along with a distinguished military record and service to the country, he will also be remembered for his service to NAFA's Board of Governors (the precursor to NAFA's current Board of Directors). "Tom was a great man, and a real military hero," said NAFA CEO Phillip E. Russo, CAE. "He helped start the Old Dominion Chapter and was very active in the chapter and on the Board back in the day."

Legislative News
After a meeting with the President on April 30, Democratic leaders announced that they had agreed with the President to work towards a $2 trillion infrastructure plan.
 
Leaders of the Senate Environment and Public Works and House Transportation and Infrastructure Committees seek to ramp up work on a six-year surface transportation funding bill.
 
Representatives have reintroduced legislation to repeal the federal excise tax on heavy-duty trucks, the Modern, Clean, and Safe Trucks Act of 2019.
 
The EPA and California are both in the process of creating plans to address air pollution coming from diesel engines’ nitrogen oxide emissions.
 
The Florida Senate unanimously passed a bill on May 1 that would allow self-driving vehicles to be operated in Florida without a human on board.
 
 
 
   
The Federal government carbon tax started on April 1 in four provinces: Ontario, Saskatchewan, Manitoba, and New Brunswick. The federal government has acted on the promise to impose a carbon tax in provinces and territories that did not have their own system in place. The new carbon pricing will increase the price of gasoline in these provinces by 4.4 cents a liter this year, reaching 11 cents a liter by 2022. In fact, gas prices went up as the new federal levy kicked in.
