On any given morning fleet managers can wake up to a news report discovering their fleet may have a serious safety concern due to a vehicle recall. Fleet professionals must take steps to ensure they are quickly informed as well as having an established process for managing through recall resolution. Here are some steps you can take to minimize your fleet’s exposure.

Remarketing Strategy
 
   
Looking at trends in weekly Manheim Market Report prices, February saw continued price depreciation similar to what we saw in January and at the end of last year but by the end of February, prices started to stabilize. Three-year-old vehicle values in aggregate depreciated at a faster pace than normal adding to the weak start of the year, but the most recent week points to stronger prices in March.

Legislative News
In the news: In a hearing held by the House Ways & Means Committee on March 6, witnesses from transportation, business, and labor communities called for an increase in the motor fuels excise tax.
 
Senator Tom Carper introduced legislation which would provide grant funding for the installation of electric vehicle charging stations and hydrogen fueling infrastructure along designated corridors across the National Highway System.
 
Senate Finance Committee Chairman Chuck Grassley and Ranking Member Ron Wyden introduced legislation which would retroactively extend tax provisions that expired at the end of 2017 and 2018 through the remainder of 2019. 
 
On March 4, the EPA sent a draft of its proposed rule to allow for the sale of E-15 blends of gasoline throughout the entire year to the Administration’s Office of Management and Budget for review.
 
NAFA has signed onto a coalition letter addressed to House and Senate Appropriations leadership thanking them for increasing the FY 2019 funding allocated for Diesel Emissions Reductions Act program grants.
 
FMCSA published proposed revisions to regulatory guidance concerning the commercial driver's license standards on March 7.
 
 
In the news: The House of Commons Standing Committee on Transport, Infrastructure, and Communities has announced that it is beginning a study on bus passenger safety. This comes at a time when various reports in Canada show that having seatbelts in school buses could increase safety for children, while other reports show that the status quo ensures enough safety.
 
Transport Canada has launched a consultation on Cybersecurity of Automated and Connected Vehicles. The purpose is to seek stakeholder views on potential cybersecurity approaches for AV/CVs in areas including legislation and regulations; standards; guidance; information sharing; education and training; and testing and research.
