Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) remained flat month-over-month in February. This brought the Manheim Used Vehicle Value Index to 131.0, which was a 5.1 percent increase from a year ago, yet was the lowest level since last July. On a year-over-year basis, all major market segments except midsize cars saw gains. Pickups and vans outperformed the overall market.

Features in this edition: House Speaker Paul Ryan (R-Wis.) said his caucus will pursue President Trump’s infrastructure plan as a series of smaller bills, rather than take up one sweeping piece of infrastructure legislation.
 
On March 8, Sen. Tom Udall (D-N.M.) and Rep. Peter Welch (D-Vt.) introduced the Growing Renewable Energy through Existing and New Environmentally Responsible (Greener) Fuels Act, legislation that would overhaul the Renewable Fuel Standard (RFS) that compels the use of biofuel, including biodiesel and ethanol, to limit the use of corn as a feedstock.
 
DOT Secretary Elaine Chao announced that updated federal guidance for manufacturers and states seeking to deploy self-driving vehicles could be released as soon as early summer.
 
 
   
Features in this edition: In early-March, Governor General Julie Payette signed into law bill S-2, commonly referred to as "vehicle recall legislation." The bill grants the federal transport minister direct power over ordering vehicle recalls in Canada.
 
The Canadian government’s latest budget has clarified its approach to 2017's contentious small business tax changes, specifically with regard to its treatment of passive income earned inside a corporation, usually in the form of returns earned on retained earnings.
