On May 21, NAFA provided strong, helpful testimony to the U.S. House Committee on Oversight & Government Reform during the Committee’s hearing on the U.S. Postal Service’s request to acquire 180,000 new vehicles. Katherine Vigneau, CAFM®, NAFA’s Director of Professional Development, told committee members that best practices should be adhered to during the fleet replacement process and that the Postal Service’s idea of replacing all 180,000 at the same time, from a single source, is not in keeping with best practices.

NAFA expresses dismay over the Congressional decision to extend reauthorizaton of highway programs to July, rather than coming together for a lasting resolution. "Doing something about keeping the United States Highway Trust Fund (HTF) solvent was one of the few topics going into 2015 that enjoyed bi-partisan support and interest among legislators; and yet road, tunnel, and bridge projects that rely on federal financing are back to waiting in suspense," said NAFA Chief Executive Officer Phillip E. Russo, CAE.

According to National Safety Council (NSC) estimates, cell phone-related crashes have increased for the third consecutive year and now account for 27 percent of all crashes. The estimate includes crashes involving drivers who are texting or talking on handheld or hands-free cell phones. The Council estimates texting-related crashes jumped from five percent to six percent while crashes involving drivers talking on cell phones remained at 21 percent.

Oregon is enacting a Vehicle Miles Traveled taxation plan called OreGo, where it charges drivers by how many miles they drive rather than collecting taxes on gasoline, the conventional method for getting the funding. The idea is helping to raise revenue because as cars are getting better gas mileage and some aren’t using any gas at all, tax revenues are dwindling.

Element Financial Corporation, one of North America’s leading fleet management and equipment finance companies, announced on May 21 that it plans to sell various company-related financial instruments, with expressed intentions to use the net proceeds to fund future acquisitions. In a Bloomberg Business report published on May 26, GE Capital Fleet is of interest to Element, which purchased PHH Arval in 2014.

International Roadcheck is a 72-hour period when approximately 10,000 CVSA-certified local, state, provincial, and federal inspectors in jurisdictions across North America perform truck and bus inspections.

A lack of a hydrogen fueling network is taking its toll on Hyundai’s fuel cell-powered Tucson model, according to the maker’s top U.S. executive. That has forced the maker to turn away potential buyers who simply don’t live close enough to the handful of hydrogen pumps currently open to the public in Southern California. But Hyundai Motor America said the situation should improve over the next few years as a state-funded effort opens more hydrogen fueling stations.

Connecticut is offering a cash rebate of up to $3,000 to people who buy an electric car. Governor Dannel P. Malloy announced the incentive program on May 19, building on the state's push to build out a network of charging stations and expand its commitment to promote the use of electric vehicles. In addition to the customer rebates, the Connecticut Hydrogen and Electric Automobile Purchase Rebate Program will provide dealers with bonuses for selling electric or hydrogen vehicles to incentivize dealerships and their sales staffs.

Of the top 25 school bus markets, 19 have propane-fueled vehicles in their fleets, including New York, Chicago, Houston, Los Angeles, Miami, Philadelphia, and Phoenix. Boston just bought 86 of the alternative-fuel buses for the fall, while in the Mesa County Valley district in Grand Junction, CO, administrators recently signed a five-year, $30 million contract that includes 122 propane buses.

With little fanfare, the President in March scaled back the ambitious goals laid out in 2009 that sought the million units on the road by 2015 as it became clear that technology and consumer interest were not keeping pace with his ideals. Sales and government purchases have failed to meet even lowered expectations, government sales data and U.S. sales data show.

U.S. authorities are set to shake up the nation's complex and contentious renewable fuels policy in the near-term, issuing requirements expected to affirm that use of ethanol in motor fuels has, for now, hit a saturation point. The Environmental Protection Agency (EPA) has pledged by June 1 to release proposals for the amount of ethanol, biodiesel, and cellulosic fuels - made of plant waste - that must be mixed into motor fuel.
