"I want to share a summary of my opening comments from NAFA’s annual Institute & Expo in Minneapolis last week, for those of you who were not able to be with us. The opening session serves as the Association’s annual business meeting, so there are some important news items in this column that you should be aware of. I would love to get your feedback and reactions to this; please let me know what you think."
 
NAFA CHAPTER NEWS
 
   
Two esteemed chapter members, Sherry Calkins and Cal Kretsinger, CAFM, received the Chapter Service Award at NAFA's 2014 I&E, Minneapolis, MN. We wish them congratulations and thanks for their service to their respective chapters!
 
 
   
The St. Louis Gateway Chapter meeting for March was held at Forest Pharmaceuticals, Inc. with a total of 23 attendees at the meeting. Former NAFA President (2009-2011) Chris Amos, CAFM, presented Lisa Geringer with her CAFM certification and pin. Geringer officially became the new St. Louis Chapter Chair in April at the Annual Business Meeting at the 2014 I&E.
 
 
   
On Wednesday March 12, the North Central Chapter held their monthly chapter meeting at the annual Minneapolis Auto Show. The Auto Show is held at the Minneapolis Convention Center, home of the 2014 NAFA I&E.
 
 
   
Merging fleets, acquisitions, developing and implementing policies -- these are some of the complex issues a fleet manager needs to take on, and on March 11, the Midwest Chapter did just that. Meeting at Continental Western Insurance Group headquarters in Urbandale, IA, 29 people attended what was to be a very educational morning of presentations.
 
 
   
The next Wisconsin NAFA Chapter meeting, Fleet Policy Best Practices, takes place Tuesday, May 6 at Automobile Dealers Association of Mega Milwaukee (ADAMM), 10810 West Liberty Drive, Milwaukee, WI. NAFA Affiliate Jeffrey Fender and Jodie Varner will review the best practices and approaches for creating a fleet policy.

Florida Power & Light Company (FPL) announced on April 9 that it has been selected by the U.S. Environmental Protection Agency (EPA) as a 2014 recipient of its Clean Air Excellence Award. NAFA President and FPL's Fleet Services Manager Claude Masters, CAFM; and In-Home Technologies and Electric Vehicles Director Brian Hanrahan accepted the award on FPL’s behalf.
 
 
   
At the Annual Business Meeting at NAFA’s Institute & Expo, NAFA President Claude Masters, CAFM, let attendees know that the future is right now. He announced the development of NAFA’s Sustainable Fleet Standard Program, a self-assessment tool that helps fleets measure and track accomplishments -- and provides recognition for those accomplishments -- based on NAFA’s definition.
 
 
   
Convening at the Minneapolis Convention Center in Minneapolis, MN, NAFA President Claude Masters, CAFM, announced the formation of NAFA's Government Affairs Committee, a unit that will become the preeminent voice for fleet to the halls of legislative influence.
 
 
   
Excitement abounded on Tuesday evening, April 8, as the winners of the 2014 Fleet Excellence Awards ascended the stage at the Minneapolis Convention Center, Minneapolis, MN, and claimed their awards. NAFA's Fleet Excellence Awards kick off the Association's yearly conference, the Institute & Expo.
 
 
   
NAFA salutes those who have put in the utmost effort and commitment into achieving CAFM certification, the fleet industry standard.

LEGISLATIVE NEWS
GM, NHTSA leaders testify before Congress about recall; interstate CMV drivers required to have medical examinations performed by certified medical examiner; NHTSA finalizes long-awaited backup camera rule; Senate Finance Committee holds markup on tax extenders bill; NTSB makes large truck safety recommendations to NHTSA; and congressmen ask GAO to review hours-of-service rule.
 
Effective April 1, Ontario’s new greener diesel rules are playing a key role in helping to fight climate change and improve air quality by reducing greenhouse gas emissions in various modes of transportation, including cars and trucks. The new rules are being phased in over the next three years.
 
On March 31, the U.S. Department of Transportation finalized a set of federal standards for rear visibility that will require all new vehicles under 10,000 pounds to have backup cameras by mid-2018. Congress called for the rules in 2008. The DOT proposed regulations in 2010 to carry out these orders, but the Obama administration delayed the rules several times over cost concerns.

"Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) rose 0.9 percent in March. This resulted in a Manheim Used Vehicle Value Index reading of 124.4 for the month, an increase of 2.2 percent for the first quarter of 2014, and a rise of 3.3 percent on a year-over-year basis."

Ryder System, Inc. has achieved a significant milestone with its fleet of over 500 natural gas vehicles surpassing twenty million miles. The fleet consists of liquefied natural gas and compressed natural gas tractors serving over forty customer operations in California, New York, Texas, Arizona, Michigan, Utah, Georgia, and Louisiana.
 
Massachusetts is about to give its residents a rebate program for electric-car purchases, announced in late-March by Governor Deval Patrick. The program will provide state residents who buy or lease a new plug-in car with a rebate of up to $2,500 at the point of sale. That means Massachusetts drivers could get the same amount of money as those in California--although not quite as much as those in Georgia, with its $5,000 income-tax credit for purchase of a battery-electric car.

GE Capital Fleet Services has hired NAFA Member Nancy Barlage, CAFM, to be Senior Specialist, Fleet Management Services for GE Capital Fleet Services, located in Eden Prairie, MN.
 
 
   
NAFA Affiliate Marianne Stewart, CAFM, has taken a new position with Auto Driveaway vehicle relocation company. She will become Business/Product Development Manager as part of the company's client services team. Stewart has been instrumental in several leadership roles in NAFA including Vice Chair for the Education Development Committee (2010-2011) and Chair of the FleetED Advisory Council (2012-2013).
 
 
   
NAFA Past President Charles A. Gibbens, Jr. (2007-2009) announced his impending retirement, effective September 1, 2014, in mid-April. Gibbens is presently Automotive Fleet Manager for Central Automotive Maintenance in Glen Allen, VA.
 
 
   
On April 16, Donna Bibbo, CAFM, marked her final day as longtime Manager of Fleet and Travel for pharmaceutical company Novo Nordisk Inc., regionally based in Princeton, NJ. Bibbo said the change in career path was due to health concerns, and a re-prioritization in that regard. "I need to take care of myself first and foremost," Bibbo said.
 
 
   
General Motors has appointed a veteran company executive to a new global safety role to quickly identify and resolve product safety issues amid a broad external and internal review of its safety procedures. CEO Mary Barra named Jeff Boyer to the newly created position of Vice President of Global Safety on March 18.
