The date for an eventual Canadian Electronic Logging Device (ELD) mandate has been delayed until spring 2018 at the earliest. The United States is on track to implement the American ELD mandate on December 18.

Transport Canada’s assessment continues to be that ELDs can "increase the accuracy of tracking driving hours, in an attempt to ensure that allowable driving hours are not exceeded and reduce the administrative burden and driver time associated with filling out paper logbooks." (Transport Canada is the department within the government of Canada which is responsible for developing regulations, policies, and services of transportation in Canada.)

The original consultation was launched in the summer of 2016, but there has been little movement on the legislation. Deadlines have passed with no announcement of a way forward from the government.

It is speculation that any Canadian ELD mandate will be modeled after the U.S. version, so until the process moves forward, industry players cannot act.

Transport Canada has indicated that, once a mandate is implemented, the agency will not be in the business of certifying the devices. This shall be left to individual drivers and their managers to ensure that their devices adhere to the new regulations.

Transport Canada and the Treasury Board will continue to sort out internal delays in the process. NAFA’s team in Ottawa will continue to monitor any developments on this legislation.
