Celebrating 30 Years With NAFA:

Gordon B. West
Melville, NY

Gordon B. West was only 44 when he succeeded J. Paul Hubbard as NAFA's President making him, at the time, the youngest person to ever lead the Association.  He served as NAFA President from 1991-1993 and then as Trustee – Past President from 1993-1995. His long list of service was recognized in 1995 when West received NAFA's Distinguished Service Award – the Association's highest form of recognition bestowed upon those with exemplary professional and personal contributions to the industry, society, and/or community.

West grew up in Jericho, N.Y.  He graduated from Pace University with a Bachelor of Business Administration degree (BBA) in Accounting, Finance and Taxation.  He went on to pursue advanced studies in accounting at Hofstra University and was a member of the Phi Sigma Kappa national fraternity.

He retired from Pfizer, Inc. in October 2001 where he was Corporate Fleet Manager.  Within his 30 years with Pfizer, he also served as a Divisional Manager of Financial Operations, Budget Manager, and Budget/Marketing Analyst.  In addition, he previously worked as Financial Analyst and Chief Accountant at Sterling Drug, Inc. and was an Accountant for Wilcox and Gibbs, Inc.

A former instructor with the CAFM program, West was instrumental in developing the program's finance and accounting section.  His NAFA service also includes holding the positions: NAFA Foundation President (1/95 to 5/95); Reporting VP/Officer/Trustee for National Editorial Council 1993-1994; Reporting VP/Officer/Trustee for National Audit Committee 1994-1995; Reporting VP/Officer/Trustee for NAFA Foundation 1994-1995; and Reporting VP/Officer/Trustee for Can-NAFA foundation 1994-1995.

Willard H. DaSilva
Attorney At Law
Garden City, NY

In 1960, the three-year old National Association of Fleet Administrators hired Willard H. DaSilva as legal counsel and 50y years later DaSilva is still the only lawyer the association has ever had.  Twenty years later, NAFA honored him with its Distinguished Service Award and he became a lifetime Member of the Association.

DaSilva is a graduate of New York University and Columbia University Law School.  In addition to being NAFA's legal counsel, DaSilva has been a general counsel for a major independent textile firm, President and Chief Executive Officer for a major textile firm, Trustee of North Shore University Hospital-Cornell Medical College, Trustee of the New York Virtuosi Symphony Orchestra, and a member of the Board of Directors for Education and Assistance System.

He is the Editor Emeritus of the New York Bar Journal and served as Executive Editor and Editor of the American Bar Association magazine, Family Advocate, and Editor of The Senior Lawyer, a magazine published by the New York State Bar Association.  DaSilva authored the books New York Matrimonial Practice and New York Matrimonial Law and has published scores of articles on legal subjects through the years.

In an article published in the March 2007 issue of Fleet Executive, DaSilva said, "For almost 50 years I have had the rewarding experience of serving a group of dedicated fleet managers who, through NAFA, have achieved international recognition as true professionals."

Luc Leclerc
St-Laurent, PQ

Luc Leclerc served on several NAFA committees during his 30 years with the Association.  He was very interested in NAFA's educational programs and served as Chair of the Chapter Education Committee (1993-1994), Chair of the Chapter Certification Committee (1994-1996), and Chair of the Chapter Program Committee (1994-1995).  He also served as Co-Chair of the Chapter Education Committee in 1992-1993.
