It is my great honor to welcome you to AOC Europe 2025 in the historic heart of Italy – Rome. As the capital of an ancient empire and home to remarkable landmarks like the Pantheon (A.D. 123), the Colosseum (A.D. 80) and St. Peter’s Basilica, Rome offers a captivating blend of past and present. I encourage you to take some time to explore its iconic piazzas, world-class museums and vibrant culture – there truly is something here for everyone.

We gather at a time when the global security environment remains in constant flux. From ongoing conflicts in Europe and the Middle East to rising tensions in the Indo-Pacific, we are reminded daily of the need to adapt, learn, and work together. Across the AOC global community, our shared commitment to advancing electromagnetic operations (EMO) remains a vital force for enhancing collective defense and security.

The 2025 theme, “EMO in Transition: Learning from the Russo-Ukrainian War, ” is timely and urgent. The Russian invasion of Ukraine has shown how rapidly emerging technologies and systems are reshaping the dynamics of the battlespace – on land, at sea, in the air, in space and across the electromagnetic spectrum. These quick-turn capability insertions have forced a reassessment of traditional EMO strategies and driven a wave of innovation in electronic warfare (EW) system requirements.

Over the next few days, you’ll hear from experts exploring the full spectrum of this transformation:
• Drone applications in EMO as well as EMO in the application of drone operations
• The impact of disruptive technologies
• The growing role of modeling and simulation in system design
• Evolving test and training needs
• And the critical importance of the space domain in modern operations

Integrating and synchronizing electromagnetic spectrum operations across all warfighting domains is no longer an option, it is a strategic imperative. And it requires deeper collaboration than ever before.

Our strength lies in our shared experience and the diversity of perspectives that each of you brings – from industry, government, academia and the military. But to truly make a difference, we need you to be active and engaged within AOC. We are a global team, united in purpose and committed to excellence.

Take full advantage of what AOC Europe 2025 has to offer. Attend as many sessions as you can. Visit the exhibit floor. Connect with your fellow crows. Expand your global network. This is your opportunity to learn, share and contribute to the future of EW and spectrum operations.
