A Colorado coal mine is up against climate change and the clock, after an environmental group got a judge to order a federal agency to re-do the permit it issued eight years ago, setting such an "unrealistically" short deadline that backers fear the operation will be shut down for good on a technicality.

The Colowyo mine, which provides hundreds of jobs and millions of dollars to the economy of the town of Craig, has been open since 1977. But the expansion permit it sought and received from the Office of Surface Mining, Reclamation and Enforcement (OSM) in 2007 did not take climate change into account, according to a lawsuit brought by WildEarth Guardians. That, the environmental group said, violated the 2006 National Environmental Policy Act. A federal judge agreed and, on May 4, gave the agency 120 days to redo the review.

Unionized workers at Chile's Collahuasi copper mine went back to their jobs Tuesday after staging a 24-hour strike over issues such as lunch breaks and health coverage. Collahuasi, one of the world's largest copper mines, co-owned by Glencore (LON:GLEN) and Anglo American (LON:AAL), was back to normal at 7:00 am, according to local newspaper La Tercera.

A United States Senate committee voted June 10 to pass a bill that would block the Environmental Protection Agency’s controversial new clean water rule. According to The Hill, the Sen. John Barrasso (R-Wyoming)-sponsored measure to repeal the Waters of the United States rule passed along party lines 11-9 in the Senate Environment and Public Works Committee. The bill would throw out the rule and send the EPA back to the drawing board. The bill would lay out guidelines for the EPA to rewrite the rule. The rule, which was finalized at the end of May, attempts make sure waters protected under the act are defined more accurately to make permitting cheaper and easier.

Coal mine operators owed the U.S. Mine Safety and Health Administration more than $62 million in fines for health and safety violations as of late April, most of it from citations that are at least two years old. But efforts to crack down on offenders are failing to gain traction in Congress, with industry advocates unhappy about some of the proposed changes.

A little less than half of unpaid fines, or $28.3 million, are two to six years old, according to an SNL Energy analysis of data provided by MSHA. Another $14.3 million are six to ten years old, the second largest debt group by age.

Russia's Alrosa, the world's top diamond producer by output in carats, said Tuesday prices for the precious rocks its mines have fallen by 6% since the start of 2015, but expects market conditions to improve by the end of the year. The company saw its rough diamond prices decrease by 3% in February and a further 3% at the company's May trading session.
