Issue Update
The House of Representatives was scheduled to vote on September 30 on the Senate-passed $1.2 trillion Infrastructure Jobs and Investment Act that includes $550 billion in new spending over 5 years. The unusual bipartisan agreement passed the Senate in August by a vote of 69-30, with 19 Republican Senators joining all 50 Democrats to vote in favor of the bill. 
On September 21, the U.S. House of Representatives passed a Continuing Resolution (CR) that would fund the government until December 3. The measure was designed to avoid a government-wide shut down that would have occurred on September 30 with the end of the 2021 fiscal year.
On September 9, President Biden directed OSHA to issue a new Emergency Temporary Standard that would require many employers to provide paid time for employees to get and recover from getting vaccinated.

On August 30, BASF Corporation, one of the world’s largest chemical producers, sent letters to its oil and gas customers in North America declaring force majeure on the sale of Gasoline Performance Packages (GPP) sold under the Keropur® brand name. 
ILTA’s 2021 Safety Survey and Awards Program has come to a close! Every year, ILTA terminal member companies can voluntarily submit their OSHA-required safety information to compare against their industry colleagues anonymously.
ILTA’s September terminal membership call featured a presentation from Ralf van der Ven, Peter van Loon and Koen Loage of Agidens, a Dutch technology firm helping companies improve their operations in the areas of security, reliability, efficiency and sustainability. The trio focused largely on digital security, detailing how important it is to ensure your organization is safeguarded from cybercrime.

The Gasoline Distribution Working Group, co-chaired by Bill Lee of CITGO and Terri Holloman of Magellan Midstream, continues to prepare information to educate EPA officials on the potential implications of changes to air emissions standards for gasoline storage tanks. Working Group members are collaborating with representatives of John Zinc to prepare a presentation which will explain the technical elements of Vapor Recovery Units (VRUs) and Vapor Combustion Units (VDCs). The meeting with EPA is expected to take place in mid to late October. Any member company wishing to be added to the working group should please contact Jay Cruz at jcruz@ilta.org.
ILTA participated in an international event to discuss the global transition away from firefighting foams based on PFAS chemistries. Held in Paris September 15-17, the summit was hosted by LASTFIRE, a research group originally formed a consortium of 16 oil companies a project was initiated in the late 1990s to review the risks associated with large diameter open top floating roof storage tanks.

ILTA’s annual Terminal Operating Practices Symposium is back and better than ever in 2021!
ILTA’s next monthly terminal membership call, set for October 21 at 4:00-5:00 pm EST, will be led by Dennis Mendenhall of Marathon Petroleum Corporation. Mendenhall, a long-time partner of ILTA’s safety survey program, will lead a discussion on the Platinum Safety Award application and suggest potential changes to the form.
