Issue Update
EPA is expected to propose an amendment to its NSPS regulations in September that will clarify that certain tanks regulated under Subpart Kb will be allowed to undergo in-service inspections of floating roof seals rather than being required to be taken out of service for the inspections.
ILTA, along with seven other allied trade associations, sent a letter on August 19 to the chairmen and ranking members of the House Transportation and Infrastructure and Senate Environment and Public Works Committees, urging the panels to work diligently to agree on a strong Water Resources Development Act bill that can pass both the full House and Senate.
ILTA filed comments with the Food and Drug Administration on August 14 on the regulator’s Supplemental Draft Guidance for Industry: Mitigation Strategies to Protect Food Against Intentional Adulteration. 
ILTA’s Vice President of Regulatory Affairs Peter Lidiak on August 19 presented to around 50 FERC staff from the Division of Pipeline Regulation, Office of Energy Market Regulation and Office of General Counsel on terminal operations and how terminals fit into the bulk liquids supply chain. Lidiak covered how terminals serve as a hub for all modes of surface transportation for bulk liquids, the types of products moved through and stored at terminals, some of the challenges terminal operators must overcome to meet customer needs, protect product quality and reliably deliver products, and how the COVID-19 pandemic has impacted storage and the supply chain. His comments were well received by those in attendance, helping FERC's staff to better understand how terminals contribute to keeping energy supplied to U.S. communities. 
On August 18, Senate Republican leadership released a new proposal for a Phase V COVID-19 relief package. The Senate program would include liability protections for businesses, extend—but reduce—emergency federal unemployment benefits, extend a modified Paycheck Protection Program, which provides forgivable loans to businesses with fewer than 500 employees, and make available billions in funding for the U.S. Postal Service.
In a joint news conference with Agriculture Secretary Sonny Perdue, EPA Administrator Andrew Wheeler acknowledged August 28 that the agency would not meet a late-November deadline to set biofuel blending requirements for 2021.

Dubbed "Rodeo Renewed" the current production of cooking oils, greases and fats will be retooled to create renewable diesel, gasoline and jet fuel.
