Several ILTA members joined ILTA’s Vice President of Legislative Affairs Andy Wright in Houston on December 17 for a meeting with Dave Wulf, the director of the Infrastructure Security Compliance Division at the U.S. Department of Homeland Security. In that position Mr. Wulf manages the Chemical Facility Anti-Terrorism Standards program. Lona Saccomando, the CFOI coordinator in the same DHS office, also participated in the wide-ranging discussion.
ILTA members had the opportunity to emphasize the terminals industry’s concerns pertaining to the treatment of gasoline, diesel and other fuel mixtures under the CFATS program. We urged DHS to continue to support our efforts to persuade Congress to include language in CFATS reauthorization that will ensure that gasoline, diesel and other Class 1, 2 and 3 flammable mixtures are categorized appropriately and not treated as Chemicals of Interest. The group also discussed the possibility that Congress might enact a short-term reauthorization of the CFATS program without making changes to the legislative language. If that happens, ILTA encouraged DHS to quickly correct the regulations by rulemaking.

Steve Roberts, a Houston based attorney and security expert who often consults with ILTA and others in the industry, also participated in the meeting.
