ILTA Environment Subcommittee Discusses Air Emissions Regulations, and ESG Reporting

ILTA’s Environmental Subcommittee met in New Orleans on March 29, led by co-chairs Jay Leduc of Sprague and Keith Ocheski of Buckeye. The subcommittee began its meeting with a briefing on the work of the Gasoline Distribution Working Group from working group co-chairs Bill Lee of CITGO and Teri Hollomon of Magellan, with additional information provided by Rob Ferry of Trinity Consultants, who has been supporting the ILTA effort over the past year. The working group co-chairs briefed the subcommittee on the quick timeline expected for the regulation and put forward a call for participation in four subgroups that will be helping to develop comments once the proposed rule becomes public. The subcommittee co-chairs led a discussion of ESG initiatives, which included several participants sharing their recent activities and challenges related to developing ESG reports. There was discussion of whether ILTA could develop a set of categories, or potentially metrics, to help companies benchmark their activities. It was noted that there are other metrics already defined, and care would have to be taken to avoid duplicating other resources.

The subcommittee was also briefed on the new regulatory frameworks in Maine and New Jersey that are imposing new costs on terminal facilities without a cost-effectiveness determination which are unlikely to contribute any significant environmental benefits. Requirements for fence line monitoring are especially problematic. Finally, the subcommittee reviewed its regulator tracking tool and updated it based on feedback from participants.
