ILTA to Hold Three-Part TWIC Reader Rule Webinar Series

ILTA, with contributions from AFPM and ACC, will host a three-part webinar series to help operators comply with and reduce the cost and operational disruptions arising from upcoming changes to the TWIC Reader Rule.

The Coast Guard recently finalized an extension of the effectiveness date for the TWIC Reader Rule at facilities and established a compliance deadline of May 8, 2023. The Department of Homeland Security projects an average facility will pay $600,000 to implement TWIC reader requirements. Some larger facilities expect to spend as much as $2 million or more to meet requirements. Most facility operators find that major capital projects require at least two to three years to plan, budget and execute. The time is now to start planning for these new regulatory changes.

The webinars, conducted by a team of experts in Coast Guard security policy, will be held July 29, August 26 and September 30. Each webinar is a stand-alone session, but the three-part series is offered at a discount. The first webinar will discuss TWIC reader rules applicability standards; the second highlights compliance strategies to reduce costs and operational impact. The third webinar reviews key aspects of the TWIC reader rule for the facility security officer, including unreadable biometrics, recordkeeping, security plan amendments and TWIC reader hardware options.

Trainers include Scott Stoermer, Former Captain of the Port, U.S. Coast Guard (Retiring in September 2020); Jamie Conrad, Conrad Counsel Law and Policy Counsel; Roy Nash, Nash Maritime Consulting; and Steve Roberts, an attorney and consultant in Roberts Law Group’s chemical security group.
