ILTA Asks Pennsylvania to Align RVP Waiver with National Waiver
ILTA sent a letter to the Commonwealth of Pennsylvania on May 8 asking the state to align its gasoline RVP waiver for the transition of winter to summer gasoline with the U.S. EPA national waiver and those of all the surrounding states. The Commonwealth’s current waiver would require gasoline sold at retail to meet all applicable summer-grade gasoline requirements as of July 16. This would require gasoline loaded from terminals to comply with summer-grade requirements as early as June 15. The national and other state waivers allow for the sale of winter gasoline until supplies are depleted. If Pennsylvania does not modify its waiver, terminal operators could be forced to stop using tanks with winter-grade gasoline until the fall, making those tanks unavailable and potentially constraining gasoline supplies in the state.
