Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review

Proposed rule; notice of public hearing.

SUMMARY:
On August 28, 2019, the Administrator of the U.S. Environmental Protection Agency (EPA) signed the proposed rulemaking, “Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review.” The EPA also requested public comment on the proposed action. The EPA is announcing that it will hold a public hearing to provide interested parties the opportunity to present data, views, or arguments concerning the proposed action.

DATES:
The EPA will hold a public hearing on October 17, 2019, in Dallas, Texas. Please refer to the SUPPLEMENTARY INFORMATION section for additional information on the public hearing.

The hearing will be held at the Earle Cabell Federal Courthouse, 1100 Commerce Street, Dallas, TX 75242 in the Red River and Live Oak conference rooms on the 7th floor. Because this hearing is being held at a U.S. government facility, individuals planning to attend the hearing should be prepared to show valid picture identification to the security staff to gain access to the meeting room. Please note that the REAL ID Act, passed by Congress in 2005, established new requirements for entering federal facilities. For purposes of the REAL ID Act, the EPA will accept government-issued IDs, including driver's licenses from the District of Columbia and all states and territories. Acceptable alternative forms of identification include: Federal employee badges, passports, enhanced driver's licenses, and military identification cards. Additional information on the REAL ID Act is available at: https://www.dhs.gov/​real-id. Any objects brought into the building need to fit through the security screening system, such as a purse, laptop bag, or small backpack. Demonstrations will not be allowed on federal property for security reasons.

The last day to pre-register to speak at the hearing will be October 14, 2019. If the EPA receives a high volume of requests, we may continue the public hearing on October 18, 2019, at the location described above. We encourage the public to register to speak as soon as possible after this document publishes in order to inform that decision. The EPA does not intend to publish a document in the Federal Register announcing the potential addition of a second day for the public hearing or any updates to the information on the hearing described in this document. If a second day of the public hearing is scheduled, we will update the website with this information by October 10, 2019.

On October 15, 2019, the EPA will post at https://www.epa.gov/​controlling-air-pollution-oil-and-natural-gas-industry/​proposed-policy-amendments-2012-and-2016-new a general agenda for the hearing that will list pre-registered speakers in approximate order. The EPA will make every effort to follow the schedule as closely as possible on the day of the hearing; however, please plan for the hearing to run either ahead of schedule or behind schedule. Additionally, requests to speak will be taken the day of the hearing at the hearing registration desk. The EPA will make every effort to accommodate all speakers who arrive and register, although preferences on speaking times may not be able to be fulfilled.


Notice of Intent To Prepare a Draft Environmental Impact Statement (DEIS) for the Wilmington Harbor Navigation Improvement Project Integrated Feasibility Study and Environmental Report, New Hanover and Brunswick Counties, NC

SUMMARY:
The North Carolina State Ports Authority (NCSPA) has prepared a feasibility study and draft environmental report pursuant to Section 203 of Water Resources Development Act of 1986 (WRDA) that evaluates potential improvements to the Wilmington Harbor federal navigation channel in New Hanover and Brunswick Counties, North Carolina. On June 26th, 2019, the NCSPA submitted the study to the Assistant Secretary of the Army for Civil Works [ASA(CW)] for purposes of review and determining whether the study, and the process under which the study was developed, complies with Federal laws and regulations applicable to feasibility studies for potential water resources development projects. This notice advises the public that the U.S. Army Corps of Engineers (USACE), Wilmington District (Corps), at the direction of the ASA(CW), intends to prepare a Draft Environmental Impact Statement (DEIS) to support the ASA(CW) review of the NCSPA study. The Wilmington Harbor Navigation Improvement Project (WHNIP) DEIS is being prepared in accordance with the requirements of the National Environmental Policy Act (NEPA) of 1969, as amended.

The earliest the DEIS will be available for public review would be November 2019.

Interpretive Rule on Demurrage and Detention Under the Shipping Act

Notice of proposed rulemaking.

SUMMARY:
The Federal Maritime Commission is seeking public comment on its interpretation of the Shipping Act prohibition against failing to establish, observe, and enforce just and reasonable regulations and practices relating to or connected with receiving, handling,Start Printed Page 48851storing, or delivering property with respect to demurrage and detention. Specifically, the Commission is providing guidance as to what it will consider in assessing whether a demurrage or detention practice is unjust or unreasonable.

Proposed Information Collection Request; Comment Request; Oil Pollution Prevention; Spill Prevention, Control, and Countermeasure (SPCC) Plans

SUMMARY:
The Environmental Protection Agency is planning to submit an information collection request (ICR), “Spill Prevention, Control, and Countermeasure (SPCC) Plans” (EPA ICR No. 0328.18, OMB Control No. 2050-0021) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a proposed extension of the ICR, which is currently approved through May 31, 2020. An Agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

Deepwater Port License Application: West Delta LNG LLC

SUMMARY:
The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announce they have received an application from West Delta LNG LLC (Applicant) for the licensing of a deepwater port and that the application for the West Delta LNG deepwater port (West Delta LNG) contains information sufficient to commence processing. This notice summarizes the Applicant's plans and the procedures that will be followed in considering the application.

DATES:
The Deepwater Port Act of 1974, as amended, requires at least one public hearing on this application to be held in the designated Adjacent Coastal State(s) not later than 240 days after publication of this notice, and a decision on the application not later than 90 days after the final public hearing(s).

The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), Registration of Fuels and Fuel Additives: Health-Effects Research Requirements for Manufacturers (EPA ICR Number 1696.10, OMB Control Number 2060-0297) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through November 30, 2019. Public comments were previously requested via the Federal Register on May 21, 2019 during a 60-day comment period. This notice allows for an additional 30 days for public comments. A fuller description of the ICR is given below, including its estimated burden and cost to the public. An agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.
