On August 8, the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) issued a Notice of Proposed Rulemaking that, if implemented, will require covered federal contractors and subcontractors to submit an annual Equal Pay Report on employee compensation. On an annual basis, contractors would have to submit on the new Equal Pay Report summary employee compensation data by sex, race, ethnicity, and specified job categories, as well as other relevant data points that would include hours worked and number of employees.

New government data released August 1, 2014, show the uneven nature of the construction industry's recovery, as the sector added 22,000 jobs in July but suffered a pullback in spending in June, according to an analysis by the Associated General Contractors of America. Association officials said that uncertainty about federal funding for a range of infrastructure and construction programs is one reason for the uneven recovery. Ken Simonson, AGC Chief Economist, stated "Construction employment and spending are both rising at a moderate year-over-year clip, but there have been some setbacks."

On Tuesday, July 22, 2014, the president signed the Workforce Innovation and Opportunity Act into law. The
bill easily passed both the House and Senate in recent weeks. The legislation

Neither high humidity nor triple digit temperatures kept golfers from participating in the 10th annual golf tournament sponsored by the Construction Leadership Council on Friday, August 8, 2014. As in past years, the event raised $10,000 for the Patrick J. Kiley Excellence In Leadership Scholarship. CLC Committee members presented a check to AGC Houston President/CEO Jerry Nevlud after the tournament.




To commemorate the golf tournament’s 10th anniversary, the CLC Committee donated a flagpole, complete with the United States and Texas flags. In addition, a specially-commissioned AGC flag was produced and flown during the tournament. A special thanks to AGC Houston member Pieper Houston Electric, LP, which donated a light to illuminate the flagpole.

Occupational Safety and Health Administration will extend the comment period on the proposed rule to improve tracking of workplace injuries and illnesses to Oct. 14, 2014. The proposal, published on Nov. 8, 2013, would amend the agency’s recordkeeping regulation to add requirements for the electronic submission of injury and illness information that employers are already required to keep. The newest version of LEED v4, which will be the standard for any certification starting June 2015, includes a new location and transportation category that takes into account factors such as a building’s walkability to area amenities as well as its proximity to public transportation. Building in areas such as downtown and the Galleria-area, as well as within mixed-use projects where tenants can walk to amenities and housing rather than getting into their cars, will have a leg up on their counterparts in suburban locations where walkability is a challenge and development is not as dense.

The average total cost of risk for companies rose two percent last year, from $10.90 per $1,000 of revenue, compared with $10.70 in 2012, according to the RIMS Benchmark Survey. This measure of how much companies spend on property, casualty and workers' compensation insurance and risk management has been rising steadily for the past few years, reflecting hardening insurance conditions.

LEED certification is quickly becoming more common in Houston’s new office buildings, whereby developers can charge higher sale prices and rents. In the Houston Metro area, LEED-certified buildings have a higher gross rent-per-square-foot at $39.16, compared to non-LEED buildings, which average $30.31 per square foot, According to Julie Hendricks, director of EcoServices for Kirksey, "Green buildings are generally more efficient, more marketable and less expensive to operate. LEED-certified lease spaces typically have higher rents and occupancy rates." Overall, "green building" emphasizes healthy interiors with access to daylight and views. Additionally, employees in green buildings tend to be more productive, are absent less, and have greater job satisfaction.

According to the Texas Comptroller's Office, the Houston area boasts the lowest school construction costs in Texas at just $135 a square foot, nearly $20 lower than the state average. The Houston region also includes three of the most prolific builders in the state—the Katy, Cypress Fairbanks and Fort Bend school districts, which have added a combined 6.7 million square feet of facilities since 2007. Efforts are being made to ensure that Houston's school construction costs continue to remain one of the lowest in the state.
