Non-farm payrolls were up 151,000 in January, according to data from the Bureau of Labor Statistics. That was less than what economists had expected. The construction sector added 18,000 jobs, and the unemployment rate fell from 5% to 4.9%. The labor participation rate was 62.7%. November numbers were revised up and December numbers revised down for a net gain of 2,000.

The Houston Chapter of the American Subcontractors Association announced the 2015 Excellence in Construction Award winners and top nominees. Congratulations to the following AGC Houston members on capturing the following awards:

Linbeck Group, LLC was named General Contractor Of The Year and received an award for the Kipp campus at 8500 Highway 6 South in the Project Of The Year Between $5-$20 Million category.

Ray Mancias, W.S. Bellows Construction Corporation, received the Project Manager Of The Year award;

McCarthy Building Companies, Inc. received the Project Of The Year Under $5 Million for Baylor College of Medicine, Neurosensory Level 5A;

Gerald Moore, Gilbane Building Company captured the Project Superintendent Of The Year;

Gilbane Building Company and D. E. Harvey received the Project of the Year award over $20 Million for the ExxonMobil Campus Project.

The Houston Chapter of Associated General Contractors held its Annual Meeting on January 28, 2016 at the Hyatt Regency Galleria Hotel. The meeting served to recognize the 2015 and 2016 Officers and Board of Directors, members and committees, and to present the Honorary Life Member Award to Charles Nelson, Gilbane Building Company. Started in 1946, the award recognizes an individual for his or her contribution to the construction industry as well as a commitment to the AGC cardinal principles of Skill, Integrity and Responsibility.

AGC Houston President/CEO Jerry Nevlud; AGC Houston Chairman William Scott, III, Linbeck Group, LLC; and Patrick J. Kiley, Kiley Advisors, presented Charles Nelson with the award to recognize his 55 years in the commercial construction industry. Nelson began his career in 1961 working for H.A. Lott, Inc. and most recently as Senior Project Executive for Gilbane Building Company, which he joined in 1995. An active member of AGC Houston, Nelson has served AGC in numerous capacities, particularly in labor-management relations with the Chapter’s Collective Bargaining Committee.

On February 6, 2016, AGC Houston members gathered on the outdoor terrace of Crisp in The Heights for the first mixer of the year. The lively crowd—made up of a cross section of the commercial construction industry—enjoyed the networking event and touring the boot truck provided by sponsor Wayne Enterprises to showcase their work boots and apparel.

The National Labor Relations Board has dramatically changed the law affecting non-union merit shop contractors. It has attacked common provisions in employee handbooks, finding them to violate employee rights under the National Labor Relations Act. Employment Practices Committee member Frank L. Carrabba has drafted helpful frequently asked questions and answers documents regarding these new developments at the NLRB. According to an article that ran in the February 1, 2016 edition of Houston Business Journal, "It's a precarious time for Houston-area real estate developers. But in retail's case, a new trend is poised to address the problems of rising land costs and plummeting land availability, especially inside the Loop. Basically, it boils down to retail reducing its horizontal sprawl and moving up vertically, instead."
