IMPORTANT NOTICE ON BUILDER CREDIT HOURS FOR LICENSE RENEWAL

HBA Builder members:

We wanted to update you on the latest proposed amendment to the rule on Builder Licensing Continuing Education.

Originally, the continuing education rules required that beginning with the 2012 renewal cycle, an applicant for renewal of a residential license should have completed three (3) hours of continuing education each year for a Residential Basic license and six (6) hours of continuing education each year for a Residential Light Commercial license.

Under a proposed rule change by the State Licensing Board for Residential and General Contractors, a builder who needed 3 or 6 credits (based on the type of license that is held) by this June 30, 2011 will be allowed to wait until June 30, 2012 to complete 3 or 6 credits total. Clearly stated under the proposed rule...if you hold a Residential Basic license you will need 3 hours of continuing education by June 30, 2012.  If you hold a Residential Light Commercial license, you will need 6 hours of continuing education by June 30, 2012.

The background on this proposed change is that the rules on continuing education were not finalized until November 2010. There was concern that a full year was not allowed for builders to get their required credits by June 30, 2011. 

The proposed rule change is now posted on the Secretary of State’s website http://sos.georgia.gov/plb/contractors/proposed_rules.htm and it is in its comment period of 30 days (deadline for comments is April 12).  There will be a public hearing regarding the change on April 19 in Macon. No challenges to the rule change are anticipated, but it will not be final until April 19.  We will send another email on that date confirming the change.

Please be aware that in the 2014 renewal cycle (July 1, 2012 – June 30, 2014) the process will go back to the original rule of needing specified credits for each year.

553- 12-.02 Continuing Education-Residential.
 (a) For the 2012 renewal, an applicant for renewal of his or her residential license must have completed 3 hours of acceptable continuing education each year for a Residential Basic license and 6 hours of continuing education each year for a Residential Light Commercial license. For the 2014 renewal and thereafter, an applicant for renewal of his or her residential license must have completed 3 hours of acceptable continuing education each year for a Residential Basic license and 6 hours of continuing education each year for a Residential Light Commercial license, with a year being July 1 through June 30.
