The Rail Security Regulations applies to rail loaders and comes into force May 6, 2020. Companies that are loading rail cars at their facilities are required to follow these regulations, which Transport Canada says aim to mitigate security risks on Canada’s railways.

Environment and Climate Change Canada released Technical Guidelines for the Environmental Emergency Regulations. The CPA is planning to meet with ECCC to discuss the regulatory burden this regulation causes for the propane industry.

The draft Regulation (In French only) modifying the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere (Environment Quality Act - chapter Q-2, ss. 2.2, 46.2, 115.27, 115.34 and 124.1), which is scheduled to come into effect on January 1, 2020, provides changes that facilitate the identification of the person who is an emitter, is distributing fuels, and is responsible for reporting their emissions.

Technical Safety BC is planning to use the submitted opinions, comments and data to improve how they engage and communicate with British Columbians. The CPA encourages BC members and members doing business in BC to take part in the survey, which is open until December 15, 2019.

The National Fire Protection Association will adopt the K15 connection for refuelling propane vehicles in the NFPA 58: Liquified Petroleum Gas Code on January 1, 2020. It is expected that the Canadian Standards Association will adopt the K15 connection in the 2024 addition of CSA B149.5 Installation Code for Propane Fuel Systems and Containers on Motor Vehicles.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.

New editions of standards CSA B339, CSA B340, CSA B341 and CSA B342 are effective since December 31, 2018.
