Additional details have been provided on amendments made to the Transportation of Dangerous Goods Regulations for Rail Requirements (see June 27 Regulatory Affairs Newsletter article). 

One of the key areas in the CPA’s three-year Strategic Plan announced last May is “Stimulating the adoption of appropriate and reasonable regulations without compromising safety.” As such, the Association is looking for member feedback on regulatory barriers at the federal and provincial levels as well as for any codes and standards. Access the survey HERE. Deadline to comment is Friday, August 30.

Transport Canada will participate in the twenty-seventh meeting of the International Civil Aviation Organization’s Dangerous Goods Panel to be held from September 16 – 20, 2019 in Montreal. TC is interested in hearing your views and receiving your comments on all papers to be presented at this meeting, and invite you to participate in a conference call on August 29 or join them in person at the Transportation of Dangerous Goods Directorate’s headquarters in Ottawa.  

In addition to the energy savings programs listed in the July 25 Regulatory Affairs Newsletter, the federal government has also now announced funding for the Energy Manager Program.

The CPA is aware that refillable 1 lb cylinder kits are being sold in Canada. The product allows consumers to refill their cylinders and comes with a stand for a home barbecue 20 lb cylinder and connectors. Consumers must be reminded that there is a safety risk for those not properly trained in the use and hazards of propane. 

This recall involves Flame King, Little Kamper and U-Haul refillable propane cylinders used with outdoor appliances. Two incidents have been reported of the connecting valve starting to unscrew from the cylinder. No injuries have been reported.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.

The official publication of the Environmental Emergency Regulations (E2 Regulations), 2019 in the Canada Gazette, Part II, occurred on March 6, 2019. The E2 Regulations will come into force on August 24, 2019.

New editions of standards CSA B339, CSA B340, CSA B341 and CSA B342 are effective since December 31, 2018.
