Update: ON – TSSA Revised Risk Safety Management Plan renewal forms do not meet stated objective

Ontario’s Technical Standards & Safety Authority (TSSA) circulated a package of proposed revised Risk Safety Management Plans (RSMP) L1 and L2 renewal application forms to the Propane Advisory Council (PAC) and Risk Reduction Group (RRG) members (See NEW! ON – TSSA seeking input on revised RSMP renewal forms). Industry input was requested by the end of November, with the TSSA stating its intention to implement the new forms as of December 1, 2019.  

After receiving member input and attending a working group of RRG members hosted by TSSA on November 27, 2019, CPA Ontario Government Relations Director, Marcelline Riddell provided a response that stressed the completion of these documents requires a significant investment of time for propane businesses in the province. The revised forms do not meet the TSSA’s stated objective of “simplifying the process and not confusing existing licensees.” Member assessments indicate the new forms require significant more data, including an additional page of precise locational information for Level 2 renewals, which is frequently not available given siting realities.

The CPA will continue to follow up with the TSSA to ensure member comments are addressed.
