Government consulting on proposed labour changes for federally regulated sectors

The federal government recently closed consultation regarding Prohibiting replacement workers in federally regulated industries on January 31, 2023. The Employment and Social Development Canada, Labour Relations department stated that “to ensure that all workers in federally regulated sectors continue to benefit from a meaningful right to strike, the government has committed to introduce legislation by the end of 2023 to prohibit the use of replacement workers when a union employer in a federally regulated industry has locked out employees or is in a strike.”

The CPA has engaged with Class 1 Carriers as well as federal departments (Natural Resources Canada and Transport Canada) to understand the potential impacts this legislation may have on rail service and to encourage stakeholders to work towards finding a mutually beneficial solution that ensures uninterrupted rail service.
