The Dams Sector Security Awareness Handbook (FOUO) introduces security concepts, explains how understanding risk is an important component of an overall security program, and highlights how adversaries plan for an attack. Throughout the handbook, listed resources provide owners and operators additional information to continue to learn about and apply security risk management principles. Originally published in 2017, this handbook was updated in 2022 to include additional context about the risk equation (threat, vulnerability, and consequence) and the attack planning cycle, and to align content to the full suite of Dams Sector publications and offerings.
The Dams Sector Security Awareness Handbook is one component of the Dams Sector Crisis Management Suite. Under development since 2021, the suite comprises educational materials, planning templates, and exercise support to test the plans included in a crisis management program. Suite materials are available on the HSIN-CI Dams Portal.
