CTA in Action: Government Affairs Update
While the Ports of LA/LB consider updates to the Clean Trucks Program, CTA has also been tracking CARB’s work to update the Statewide Drayage Truck Regulation to potentially require the purchase of zero-emission trucks. Tomorrow's workshop will be the first public forum where CARB staff discusses their initial plans to update the Drayage Truck Regulation. CARB may take changes to the rule to the Board as early as 2022. We highly encourage your participation in this workshop.

CTA was proud to host the staff and members of the Kanagawa Trucking Association at the CTA office on February 6 during their trip to the U.S. from Japan. Eric Sauer and Chris Shimoda, from CTA’s Government Affairs Team, presented an overview of California’s trucking industry, discussed the primary legislative and regulatory issues that affect our members, and answered questions from the delegation.

Compliance and Regulatory News

Following the issuance of a temporary restraining order against the law, a federal court has issued a preliminary injunction enjoining enforcement of California’s controversial new anti-arbitration statute (AB 51). Barring some new development, it now appears clear that the statute cannot be enforced for the foreseeable future, and that its ultimate fate will be in the hands of the Ninth Circuit Court of Appeals and, perhaps, the United States Supreme Court. The Harbor Commissions from the ports of Los Angeles and Long Beach will both consider a resolution to approve a proposed Clean Truck Rate at upcoming board meetings. The Clean Truck Rate is expected to accelerate the introduction of cleaner drayage trucks into the port complex.

Statewide Event Calendar
The California Air Resources Board (CARB) invites you to participate in a workshop on the proposed Advanced Clean Trucks regulation. The meeting will focus on proposed changes to manufacturer sales requirements and the large entity reporting requirements. The workshop will be held on Thursday, February 20 from 10:00 am - 3:00 pm at CalEPA Headquarters in Sacramento. This meeting will also be available online for those unable to attend in person on the day of the workshop.

Safety & Compliance 101 Federal Motor Carrier Safety Regulations (FMCSR) Compliance
This seminar, revamped for 2020, provides participants with knowledge and understanding of regulatory content and processes, as well as compliance techniques. The seminar emphasizes some of the most stringently enforced safety regulations: Hours of Service (§395), Controlled Substance and Alcohol Testing (§382); CDL Standards and Requirements (§383); Driver Qualifications and Files (§391), and CMV Inspection & Maintenance (§393 & §396). It is an excellent resource for those who are new to safety and compliance, as well as a good update and refresher course for veterans.

The Commercial Vehicle Safety Alliance’s (CVSA) International Roadcheck will take place May 5-7. During the 72-hour period, commercial motor vehicle inspectors will conduct roadside inspections on CMVs and drivers throughout North America. Each year, International Roadcheck places special emphasis on a category of violations. This year’s focus is on the driver requirements category of a roadside inspection. More information
