CTA in Action: Government Affairs Update
Last week, the California State Assembly passed Assembly Bill (AB) 5 by Assemblymember Lorena Gonzalez that codifies the California Supreme Court’s Dynamex decision, upending 30 years of established law and giving uncertainty to 70,000 owner operators. The Assembly passed AB 5 on a mostly party line vote of 56-15, capping off months of negotiations and lobbying by CTA seeking to include an exemption for the trucking industry. 
We’ve been informed that the Western States Trucking Association (WSTA) has voluntarily dropped its appeal before the Ninth Circuit of its lawsuit challenging the Dynamex decision, in favor of concentrating its efforts on a legislative fix for the independent contractor issue. Our team has been in contact with WSTA’s Executive Director Lee Brown, their lobbyists and counsel to coordinate efforts in the past months since the Dynamex decision was issued and Assembly Bill 5 was introduced.
If you recall, last year, CTA informed its Heavy Specialized Carriers Conference members that Caltrans formally adopted a new policy that will be included in their Transportation Permits Policy Manual. The policy change allowed haulers/drivers operating under an Annual Transportation Permit to carry and display the “Weekly Short-term Restrictions for Annual Permit Holders (Weekly Restrictions)" in either printed or electronic form.

The EDD actively investigates cases of UI imposter fraud and is committed to taking the steps necessary to protect the integrity of the UI Fund and preserve the benefits for legitimate unemployed workers in need.
