CTA in Action: Government Affairs Update
 
The South Coast AQMD, Southern California's regional air quality regulator, has proposed a plan that could result in draconian new rules impacting the trucking industry, including: 
  • South Coast-Only Truck and Bus Rules 
  • Freight Facility Emission Caps at ports, railyards, warehouses/distribution centers, and airports
 
Among other changes, the agency also added a commitment to identify and consider new measures targeting oil refineries, ports, warehouses and other large facilities that are responsible for much of the pollution in the nation's smoggiest region.

Though the overall approach remains similar, language in the revised plan emphasizes that the agency "will make full use of its legal authorities to seek a cleaner air future" and will give priority to "maximizing emissions reductions" using battery, fuel cell and other zero-emissions technologies where possible.

The changes to the plan, presented at a governing board meeting in a ballroom at the Mission Inn Hotel & Spa in Riverside, were greeted with skepticism and protest from environmentalists. They urged stronger measures to reduce smog-forming pollution, particularly from ports, rail yards, warehouses and other hubs of the bustling goods movement and logistics industry

Last month the American Transportation Research Institute and Mayo Clinic launched a set of surveys designed to solicit motor carrier and commercial driver input on the impact that the National Registry of Certified Medical Examiners has had on the driver medical exam process. Caltrans will be hosting its annual Winter Operations meeting on November 2nd at the Kingvale Maintenance Station, 51121 Donner Pass Road. Lunch will be served at noon for $5.00. The Winter Operations meeting will begin at 1:00pm. If your company operates trucks in the Donner Pass region you should make plans to attend. Beginning January 1, 2017, employers with 10 or more employees will be required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department (EDD). All remaining employers will be subject to this requirement beginning January 1, 2018. Any employer required under existing law to electronically submit wage reports and/or electronic funds transfer to the EDD will remain subject to those requirements.

In its Notice 2016-58, issued September 27, 2016, the federal Internal Revenue Service raised the maximum per diem allowable under qualified plans for drivers and other transportation workers for meals and incidental expenses while they travel away from home overnight on business.  The rate had been $59 for several years.  IRS made no other changes in its rules on per diems.  The new rate is effective for travel after October 1 this year.

Success! Success! Success!

There are no other words to express the outcome of our Kern Unit Sporting Clays Shoot which was held on October 7th. The success started with our S/P Committee group under the direction of Tim Delcid and was capped by the support of our sponsors, members and community. We had an increase of shooters this year and our prizes were top of the line. We are looking at a record profit enabling us to give even more back to our great community and those in need. Our unit wants to thank each of you that took the time to be part of such a great event. We also want to thank those on our S/P Committee and other volunteers who contributed countless time and effort to make this year’s event one to be remembered.  I encourage you to please check out all the great pictures that were taken! The City of Santa Clarita is the third largest city in Los Angeles County and it’s continuing to grow, creating many challenges on the I-5 throughout the Santa Clarita Valley. Metro, in cooperation with Caltrans District 7, is conducting final design for the proposed lane improvements along I-5 from State Route 14 to south of Parker Road in the Santa Clarita Valley.
Caltrans crews are preparing for winter weather in our local mountains. This includes rock climbing and bank scaling, turnout clearance, drain cleaning and guardrail maintenance on State Route 18 through the Arctic Circle.
