CTA Member, Dependable Highway Express, welcomed Senator Lena Gonzalez (D – Long Beach) for a tour of  their facility in Carson.
 
Senator Gonzales was elected in a special election in June of 2019 and was subsequently re-elected in November 2020 to represent the 33rd Senate District for her first full 4-year term. She represents nearly 1 million residents in Southeast Los Angeles, Signal Hill, portions of South Los Angeles and Lakewood, and her hometown of Long Beach.
 
Senator Gonzalez is an active member of the women’s caucus, and in 2021 was appointed as the chair of the Senate Transportation Committee, serving as the first Latina to lead this critical committee and the only woman to serve as its chair in the last 20 years.
 
Prior to joining the legislature, Senator Gonzalez served as a member of the Long Beach City Council from 2014 – 2019, representing the downtown district that included the Port of Long Beach.
 
In addition to her professional background, Senator Gonzalez possesses as unique understanding of the trucking industry as the proud daughter of a union truck driver.

Please join the California Air Resources Board (CARB) and the California Trucking Association for a joint webinar to discuss the Heavy-Duty Inspection and Maintenance (HD I/M) Program on Thursday, November 17 from 1:30 – 3:00 PM via Zoom. 
 
The HD I/M program commonly referred to as the Heavy-Duty Smog Check program will require fleet operators to regularly test a truck's emission control system twice a year. Initial fleet reporting is set to begin as early as July 2023 and testing frequency will increase to four times a year in 2026 or 2027. 
 
The CARB team will review the HD I/M regulation and will take questions and answers through out the webinar.
 
This webinar is free to members.
The U.S. Department of Labor released a proposed rule on independent contractor status available here.
 
This is the second attempt to rescind the previous administration's regulation on this subject. Their first attempt was overturned after a legal challenge.
 
Unlike the previous rule, which gave weight to core factors to be used in determining economic dependence, this time “the Department is not proposing the use of ‘core factors’ but instead proposes to return to a totality-of-the-circumstances analysis of the economic reality test in which the factors do not have a predetermined weight and are considered in view of the economic reality of the whole activity.”
 
The 45-day comment period to comment on the proposal is open. We encourage everyone to provide their comments by going to www.regulations.gov and searching for the proposed rule.

CTA's CEO Eric Sauer accepted the 2022 Freedom of the Seas Commerce and Communications Award, during a ceremony at he National Museum of the Surface Navy Museaum located aboard the historic Battleship USS Iowa on Saturday, October 22,2022.
 
The Commerce and Communicatiosn Award recognizes leaders in commercial shipping and communications that embody a core principle of the American Surface Navy in utilizing the ocean for the benefit of the free world.
Eric accepted the award which recognizes our association’s instrumental role in the movement of cargo, specifically on the front line of the goods-movement industry over the past couple of years. CTA’s ongoing efforts to boost the economy, provide safe roads, protect the environment, and lower emissions have ensured the safe and responsible movement of goods through the challenging times throughout and following the COVID-19 pandemic.
 
“As situations across the globe continue to emerge, change and get increasingly complex, the United States Surface Navy’s roles in international relations, free trade, humanitarian assistance, and technological innovation becomes even more important,” explained retired Navy Rear Admiral Mike Shatynski, Chairman of the Board of the National Museum of the Surface Navy. “The individuals and organizations that we are recognizing with this year’s Freedom of the Seas Awards, are leaders whose incredible work and accomplishments exemplify the values and mission of our organization and the Surface Navy.”
