Government Affairs Update
 
CTA will be closed Monday, July 4 for Independence Day
Last week, AB 2406, CTA’s co-sponsored legislation to update SB 45 passed out of Senate Judiciary on a unanimous 11-0 vote. The bill will be taken up for a vote on the full Senate Floor in August. Should the bill pass and be signed into law by the Governor we will prepare a summary of changes to SB 45 contained in AB 2406. The effective date of the bill would be January 1, 2023.

Governor Gavin Newsom on June 17 announced the appointment of Tony Tavares as Director of the California Department of Transportation (Caltrans), where he currently serves as District 7 Director.
 
“Tony Tavares has dedicated his career to serving the people of California, with decades of leadership and deep experience overseeing critical transportation issues spanning the state,” said Governor Newsom. “I look forward to his continued partnership in advancing our innovative efforts to create safer and more sustainable communities throughout the state.”
 
Tony Tavares, 55, of Elk Grove, has been District 7 Director of the California Department of Transportation since 2020, where he has served in several positions since 1997, including District 4 Director, Chief of the Division of Maintenance, Chief of the Division of Right of Way and Land Surveys, and Assistant Division Chief of Construction. This position requires Senate confirmation and the compensation is $209,100. Tavares is a Democrat.
In May 2021, the South Coast Air Quality Management District (SCAQMD) passed a Warehouse Indirect Source Rule (ISR) requiring warehouses located in the South Coast Air Basin greater than 100,000 square feet to take certain actions to comply with the rule.
 
The deadline to submit the Initial Site Information Report (ISIR) for warehouses with greater than or equal to 250,000 square feet is extended to July 5 ,2022. However, the payment portal will be offline from June 30 at 10 AM until July 1 at 7 AM and will be unable to submit ISIRs during this time. 
 
The Warehouse ISR requires warehouse operators to submit an ISIR. Please follow the steps below to submit the ISIR through the WAIRE Program Online Portal (WAIRE POP):
 
1.                   Go to the WAIRE POP login page: https://xappp.aqmd.gov/isr
2.                   Create a Warehouse Operator Account on WAIRE POP
3.                   Add the Warehouse Operation
4.                   Start and Complete the ISIR Filing
5.                   Review and Certify the ISIR Filing
6.                   Pay the $140.68 ISIR filing fee
 
Resources
Warehouse owners or operators can use the WAIRE calculator to generate the amount of points and actions they will need to take to comply with the rule. Each owner will need to submit an annual WAIRE Report through the Program Online Portal (WAIREPOP).
 
SCAQMD created online training videos to assist warehouse owners and operators navigate through the various requirements and program components.

On August 4, the California Trucking Association (CTA) and its counsel from the internationally recognized law firm Holland and Knight filed a lawsuit challenging the validity of the South Coast AQMD’s WAIRE program. We cannot fight back against this regulation without your help!

Access World USA is currently hiring Class A Drivers for Carson, California.  An Ideal candidate will have 2 years class A driving experience minimum with at least 6 months container or 6 months flatbed experience. The position is local home daily and requires “loops” from the port to our warehouse.  NO long haul, out of town, or even beyond 50 miles from base.
